A sustainable solution for Russia would begin with decentralisation, which would respect the strong autonomy of the areas of Eastern Ukraine that are now part of the so-called Donetsk and Lugansk People Republics, of course with the understanding that they remain an integral part of Ukraine.

Implementation of the signed agreement might present a challenge for its parties, and particularly Russia, in certain important aspects. On a number of issues, Moscow seems to be more interested than its Eastern partner is. This could also be true for the paragraph on internationalization and democratization of the Internet governance mechanism, in which the official Russian approach has been embedded. Russia’s goal is to achieve transition of control over critical technical business processes (including the IANA and VeriSign functions related to management of the DNS Root Zone) under the jurisdiction of international bodies such as International Telecommunication Union.

When the latest issue of the Security Index journal was just about to go to print, I chanced to see a quote from Andreas Hoefert, chief economist of the UBS, a Swiss bank. Speaking last December about the 2015 global economic forecast released by his bank, he had this to say: “We need to be conscious that forecasts are usually more wrong than right. We have so many examples of blunders in forecasts. Maybe the biggest forecast error ever made was by noted economist Irving Fisher, who claimed in September 1929 that ‘equities have reached a permanent plateau”.

The time has come for stepping up bilateral economic cooperation with Iran. It is also time to offer the country full SCO membership, without waiting for the UN Security Council sanctions to be lifted. Up until now, these sanctions were used as a flimsy excuse to deny membership to Tehran. Now that even Washington is finally talking about the lifting of sanctions, it is high time for Russia to give fresh impetus to its strategic cooperation with Iran.

On the one hand, Syria was not obliged to destroy its chemical arsenals, simply because several other countries in that region, Israel in particular, are not members of other nonproliferation agreements. Israel has nuclear weapons. But it would be fair to say that Syria’s chemical weapons are not an effective deterrent against Israel. It makes no military sense for the Syrian regime to have chemical weapons. In actual fact, these weapons constitute a risk, rather than strengthen Syria’s security.
