Above all, Russia's aim is to ensure the role of intergovernmental mechanisms to oversight the management of the Internet’s “roots”. As a result, the NTIA announcement is in a strange way neither contrary to the official Russian position, nor unified with it, but somewhere in between. However, one point of criticism that could be heard now from Moscow to ICANN and the USG is that the oversight transition is belated and current actions are not decisive enough.
