The U.S. Senate proposes a policy of "advise and consent" on the ratification of the Treaty on Further Reduction and Limitation of Strategic Offensive Arms (START II). The treaty never comes into force.

"The world watches almost indifferently as the arms control architecture that saved us from a nuclear catastrophe during the cold war collapses today. Against the background of current news about trade wars, terrorist acts and impeachment they may seem like relics of a bygone 20th century - ABM, INF, CFE, START treaties. In February 2021, the new Strategic Arms Reduction Treaty will expire. It must be prolonged, for without it humanity will go blindfolded into the future through a minefield."
