Ph.D. in Economics, Professor. Graduated from Moscow State University in 1982. Prior to 1988 - Senior Researcher at the Ministry of Defence of the Russian Federation. He is a member of PIR Center Advisory Board. Author of over 150 publications. Fluent in French and English. PIR Center Advisory Board member since 2011.
