Nobumasa Akiyama, from Hiroshima, received a Bachelor of Law degree from Hitotsubashi University in Tokyo in 1990. In 1994, he earned a Master of Public Administration degree from Cornell University in New York. Presently he is a candidate for a Ph.D. in Politics from The Nissan Institute of Japanese Studies at the University of Oxford.
