Elena graduated from Moscow State University in 2005 and later went on to get her Ph.D. in History. Elena is an alumna of PIR Center’s 2012 Summer School. From 2003-2006, she worked as a correspondent for the Germany desk and as a radio broadcast host for the Russian government’s radio broadcasting service Voice of Russia. She has also been a correspondent for the newspaper Moskauer Deutsche Zeitung, the wire service EurActiv, and the magazine Russian Newsweek. Elena’s professional interests include cyber security and diplomacy, arms control and disarmament, and Russian foreign policy in general. Biography :

Oleg Demidov graduated from the School of Public Administration at Moscow State University of Lomonosov in 2010. Currently, Oleg has been working on his Ph.D thesis at Moscow State Institute of International Relations (MGIMO University). In 2011-2012, he held the position of Project Coordinator at Center for Political and International Studies (CPIS) under the International Federation for Peace and Conciliation. Since 2012, he has served as an expert to the Commission on Information Security and Cybercrime at the Russian Association for Electronic Communications (RAEC). In 2013-2014, he held the position of Director of the Program International Information Security and Global Internet Governance at PIR Center. 

Since 2011 Oleg has been participating in the international project “A Twenty-First Century Concert of Powers” conducted by Frankfurt Peace Research Institute (PRIF) (through 2014). He is the author of a number of research articles on information security, cybersecurity, and global internet governance in PIR Center’s Security Index journal and other editions. Oleg serves as the Secretary of the Working Group on International Information Security and Global Internet Governance under PIR Center Advisory Board. Irina Levova was born in Voronezh, Russia in 1980. In 1996-2001 she studied logic in the Philosophy Department at Voronezh State University. In 2002-2006 she continued her studies as a graduate student at Moscow State University, where she wrote her dissertation on “The Theory of Semantic Categories and Analysis of Artificial and Natural Languages.” In 2007-2008, she worked as an analyst at the sports marketing agency “Sportima.” From there, she went to work as the press secretary for the Russian Judo Federation until 2009. Since then, she has been at the Russian Association for Electronic Communications, where she was a lead analyst until 2011, then she became the head of strategic development. Ilya graduated with honors from the Department of Information Security, Faculty of Informatics and Operating Systems at Bauman Moscow State Technical University. He is the founder of GroupIB, the Russia leader in investigating computer crimes and incidents. He has been the head of the company since 2003. Ilya is a member of a number of international associations, including the International Information Systems Forensics Association (IISFA), Association of Certified Fraud Examiners (ACFE), and the Honeynet Project. Additionally, Ilya is a board member at the Russian Information Systems Security Professional Association (RISSPA), the RAEC Committee on Cybercrime, State Duma expert committees, the Council of Europe, and the OSCE in cybercrime. Leonid Todorov earned his B.A. in management from the University of Copenhagen and his M.A. in Linguistics from Moscow State Pedagogical University. Since the onset of the Russian reforms, he served for more than a decade as Chief of Staff to the late PM Yegor Gaidar. He has subsequently worked for a mining company and a PR firm in Moscow. In 2008, he joined the Coordination Center for the .RU top level domain and serves as Deputy Director for External Relations in Russia’s Internet registry. Leonid’s focus is on Internet governance, IDNs, international cooperation, and cybersecurity. He has authored and coauthored a number of publications on these issues and has presented at various national and international events. Ph.D. in Economics. From 1995-2012, she worked as a staff member for the State Duma Committee on Security, where she was in charge of legislation on information security. Elena participated in the development and polishing of draft legislation in data protection law and information security, including “On Commercial Confidentiality,” “On Personal Data,” “On Electronic Signatures,” and others. In addition to work on legislation, Elena is the author of more than 120 monographs, academic papers, and reports, including The Internet and Transparency (1999, co-authored), Protection of Personal Data: Legal Regulatory Experience (2001), and Development of Legal Groundwork for Information Security (2005, multiple authors). Elena is one of the initiators and supporters of conducting the international forum “Information Security in the Global Information Society” (Infoforum) under the auspices of the State Duma Committee on Security, and she is currently the program director of the Organizing Committee Infoforum. Member of PIR Center Advisory Board Working Group on International Information Security and Global Internet Governance since 2012. Mikhail is an experienced attorney and specialist in the field of information security. He is the  PayPal IRM Director, earlier - vice president of the Mail.ru Group and previously served as president of the Coordination Center of the Russian Top-Level Domain (RU), DST Advisors Managing Director. Mikhail focuses on information rights issues, including access to information. He has co-authored the drafts of most of Russia's legislation on information technology. Previously, he was employed at Microsoft Russia, where he was responsible for the corporation's cooperation with governmental authorities in Russia and other CIS states. Mikhail represented the Russian Federation in the G8 working group on legal issues, and in 2004, he was a member of the working group on Internet governance established by the U.N. Secretary-General. Mikhail served as the Chair of PIR Center's Working Group on International Information Security and Global Internet Governance under the Center's Advisory Board in 2012-2014.

Ulyana has a Ph.D. in Law from the Institute of State and Law at the Russian Academy of Sciences, where she did a comparative analysis of legislation on combating cybercrime. Ulyana previously worked as a Senior Lawyer at Yandex LLC and as a Senior Lawyer at the Coordination Center for TLD .RU before joining Microsoft Russia as a Regulatory Affairs Attorney in March 2012. Her professional achievements include draft preparation of two federal laws ("On Information, Information Technologies and Protection of Information”, and "On Personal Data"), successful resolution of domain name dispute through World Intellectual Property Organization, and the development and implementation of new privacy policies. Additionally, she has participated in a variety of international conferences and meetings, including the Creative Commons World Summit; ICANN Annual Meetings; UN Internet Governance Forums; G8 Lyon-Roma Meeting, High-Tech Crime Sub Group; Council of Europe Workshop on the Establishment of the Russian Data Protection Authority and Data Protection Legislation; OSCE Expert Workshop on Combating Criminal Use of the Internet. From 2009-2011, she headed the project “The Dynamics of world political development and Russia’s global competitiveness” at Russia’s Ministry of Education and Science, Research and Education Center at MGIMO. Since 2012, Zinovieva has been head of the project “Theory and Practice of Intercultural Engagement in the Context of European Security” (РГНФ 12-03-00649) as well as “Socio-Psychological Analysis of Russian Research Culture, based on data from Russian research funds.” Elena is the author of a number of publications on internet governance, international information security, and technological and innovative aspects of world politics. Member of the PIR Center EKS Working Group on International Information Security and Global Internet Governance since 2012.
