Since 2004 - Director of the Department for Security Affairs and Disarmament of the Ministry of Foreign Affairs. He has broad experience in negotiation processes. He was a head of Russian government delegations at negotiations on the Treaty on Non-proliferation of Nuclear Weapons, Review of Inhumane Weapons Convention, Elimination of Chemical Weapons Convention, Elimination of Biological Weapons Convention, Treaty on Strategic Offensive Arms. He was the head of Russian delegation at the talks with the U.S. on new START treaty. From February 2, 2011 to December 28, 2016 he held the position of a Deputy Minister of Defence of the Russian Federation. In this post he oversaw the issues of international military cooperation and organization of contacts between the Ministry of Defence and military agencies of other states. On December 28, 2016 President Vladimir Putin appointed him as Deputy Minister of Foreign Affairs of the Russian Federation. He is currently responsible for the military and political issues. PIR Center Advisory Board member since 2000. Oleg Demidov graduated from the School of Public Administration at Moscow State University of Lomonosov in 2010. Currently, Oleg has been working on his Ph.D thesis at Moscow State Institute of International Relations (MGIMO University). In 2011-2012, he held the position of Project Coordinator at Center for Political and International Studies (CPIS) under the International Federation for Peace and Conciliation. Since 2012, he has served as an expert to the Commission on Information Security and Cybercrime at the Russian Association for Electronic Communications (RAEC). In 2013-2014, he held the position of Director of the Program International Information Security and Global Internet Governance at PIR Center. 

Since 2011 Oleg has been participating in the international project “A Twenty-First Century Concert of Powers” conducted by Frankfurt Peace Research Institute (PRIF) (through 2014). He is the author of a number of research articles on information security, cybersecurity, and global internet governance in PIR Center’s Security Index journal and other editions. Oleg serves as the Secretary of the Working Group on International Information Security and Global Internet Governance under PIR Center Advisory Board. Dr. Vladimir A. Orlov is expert in international security and Russia’s foreign policy. His research areas include major threats and challenges to international security, primarily, nuclear nonproliferation.

Dr. Orlov founded PIR Center, a private think-tank dealing with global security and foreign policy, in 1994 and was the institute’s Director (President) until April 2015 when he decided to step down as PIR Center’s CEO while remaining on Center’s Executive Board and concentrating on specific nuclear nonproliferation and other projects.

Since 2014, Dr. Orlov is the Head of the Center for Global Trends and International Organizations at the Diplomatic Academy of the Ministry of Foreign Affairs of the Russian Federation.

Dr. Orlov is a member of the UN Secretary General’s Advisory Board on Disarmament Matters (till 2019).

Dr. Orlov is a member of the Trialogue Club International, which he founded in 1993. He is the founder (in 2006) of the Centre russe d'etudes politiques, a Geneva-based research and consultancy association.

He is a member of the Russian National Committee for BRICS Studies Research Council; Advisor to the Russian delegation at the NPT Review Conferences (2010; 2015) and at the sessions of the NPT Preparatory Committee (2012-2014); a member of the Russian Council of Foreign and Defense Policy (SVOP); a member of International Nuclear Energy Academy (INEA); a member of the Russian Pugwash Committee under the Presidium of the Russian Academy of Sciences (RAS); a member of the Washington Quarterly Editorial Board.

In 1994, Dr. Orlov founded Security Index journal (until 2007 published under the title Yaderny Kontrol). He was its editor-in-chief until 2015, and currently is a member of journal’s Editorial Board.

Dr. Orlov is constantly engaged in teaching and educational activities, giving lectures and expert comments on Russian foreign policy and on nuclear nonproliferation within Russia and abroad. His initiative culminated in establishment (in 2016) of the International Dual Degree MA Program in Nonproliferation and Global Security Studies – a joint project by the Moscow State Institute of International Affairs (MGIMO) of the Russian Foreign Ministry, Middlebury Institute of International Studies at Monterey and PIR Center. He serves as academic consultant to the program and teaches Russian foreign and security policy as well as nuclear nonproliferation at MGIMO. He also gives lectures in Geneva, Bishkek, and Monterey. Vladimir Orlov is executive editor and co-author of the Nuclear Nonproliferation Textbook in two volumes.

He is the author (or coauthor) of more than a dozen books and monographs and nearly three hundred research papers, essays, and columns. Articles by Dr. Orlov have been published in Security Index journal, International Affairs (Mezhdunarodnaya Zhizn) journal, Russia in Global Affairs magazine, the Washington Quarterly journal, and Seguridad Internacional journal, among others. His columns and comments regularly appear at the Kommersant daily newspaper. In 2007-2009 was Leader of the Stockholm International Peace Research Institute (SIPRI) Armed Conflicts and Conflict Management Project. Author of 180 scientific papers in ten languages, six monographs, including "Terrorism in Asymmetrical Conflict" (Oxford Univ. Press, 2008). Her book “The Role of Illicit Drug Business in the Political Economy of Conflicts and Terrorism” (Moscow, 2005) has won the medal for young scientists from the Russian Academy of Sciences. Serves on editorial boards of the following journals: "Global Governence", "Terrorism and Political Violence" (St Andrews Univesity, UK), "The International Journal on Conflict and Violence", "Security Index" (PIR Center), and "The road to peace and security". Professor, honoured jurist of the Russian Federation. Born in 1955, graduated from MGIMO in 1977, from Harvard Law School in 1994. Judge Bakhtiyar Tuzmukhamedov was Counsellor of the Court, Constitutional Court of the Russian Federation. Worked as Professor of International Law at the Diplomatic Academy in Moscow of the Russian Foreign Ministry until his appointment  in 2009 as judge of the Tribunal. Dr. Tuzmukhamedov is a Vice-President of the Russian Association of International Law, Deputy Editor-in-Chief of Moscow Journal of International Law, member of the International Humanitarian Law Institute Council. Worked as a head of department, pro-rector for scientific research of East-Siberian State Technologic University. Participated in elimination of accident consequences on Chernobyl Nuclear Power Plant in 1986. From 1994 worked for Russian MFA, headed the sector of IAEA in its Permanent Mission in Russia attached to international organizations in Vienna, former Head of Nuclear Security department, nonproliferation of nuclear weapons and international partnership in peaceful use of atomic energy of the Department for Security Affairs and Disarmament, MFA of Russia. Participated in development of the important international agreements in the field of nuclear nonproliferation and security. Mikhail is an experienced attorney and specialist in the field of information security. He is the  PayPal IRM Director, earlier - vice president of the Mail.ru Group and previously served as president of the Coordination Center of the Russian Top-Level Domain (RU), DST Advisors Managing Director. Mikhail focuses on information rights issues, including access to information. He has co-authored the drafts of most of Russia's legislation on information technology. Previously, he was employed at Microsoft Russia, where he was responsible for the corporation's cooperation with governmental authorities in Russia and other CIS states. Mikhail represented the Russian Federation in the G8 working group on legal issues, and in 2004, he was a member of the working group on Internet governance established by the U.N. Secretary-General. Mikhail served as the Chair of PIR Center's Working Group on International Information Security and Global Internet Governance under the Center's Advisory Board in 2012-2014.
