In 2005 graduated from the Faculty of Law at the Samara State University and the faculty of Foreign Military Information at the Military University of the Ministry of Defence of the Russian Federation. In 2007–2011 – head of the Project department, senior manager at the Department for corporate and legal affairs of the Techsnabexport company. Since 2011 - advisor on international legal affairs at the Department for legal and corporate affairs of the Rosatom State Atomic Energy Corporation. He is a member of the International Expert Group on Civil Liability for Nuclear Damage under IAEA Director General, the representative of the Russian Federation in the Committee on nuclear law and liability of the Nuclear Energy Agency under the OECD, a member of International Nuclear Law Association (INLA).

In 2012 graduated from the Faculty of Law at the Moscow State University with a degree in business law. Since 2012 works in the analytics department at the Department for legal and corporate affairs of the Russian Federation national nuclear corporation "ROSATOM".

In 2008-2018 - Advisor to the Director General, Rosatom State Corporation for Atomic Energy. In 1998-2002 - Deputy Head, since 2002 - Head of the Department of International and Economic Cooperation of the Ministry of Atomic Energy and the Federal Agency for Atomic Energy. In 2004-2008 Head of the section for International cooperation of Federal Agency on Atomic Energy of the Russian Federation. In 1991-1994 - Advisor to the Permanent Mission of the Russian Federation to the International Organizations in Vienna. Employee of the IAEA in 1980-1985 and in 1994-1998. In 1969 he graduated from the Moscow Engineering Physics Institute as an engineer-physicist. 

PhD in political sciences. Got her degree from the University of World Economy and Diplomacy (Tashkent, Uzbekistan) with major in “Political Issues of International Relations and Global Development”). Graduate with Master degree of International Relations Faculty/ International Journalism Department. In 2008-2009 participated in Professional Management Program (intensive MBA program) at the Uzbekistan-Japan Center for Human Development with getting PMP degree. Participant of a number of conferences and seminars on Central Asia security. Graduate of the International Summer School on Global Security. A Senior Research Fellow at the Center for Euro-Atlantic Security at the MGIMO University of the Russian Foreign Ministry, a Consultant at PIR Center, a member of the Deep Cuts Commission and expert at Valdai Club International. He has previously served as a Research Fellow at the Center for Global Trends and International Organizations of the Diplomatic Academy of the Russian Foreign Ministry, PIR Center «Russia and Nuclear Nonproliferation» Program Director and the Editor-in-Chief of monthly e-bulletin “Yaderny Kontrol” (“Nuclear Control”). Mr. Baklitskiy was a Visiting Research Fellow at the Center for Strategic and International Studies (CSIS) in 2019-2020. He taught courses on nuclear nonproliferation and emerging technologies at the MGIMO University and the Diplomatic Academy of the Russian Foreign Ministry. He regularly contributes to Russian and international media and has authored numerous articles and reports. Mr. Baklitskiy graduated from the Urals Federal University with a specialist diploma in regional studies. His expertise includes nuclear arms control, nuclear non-proliferation, Iranian nuclear program, and US-Russian strategic relations. 09/20
