A Senior Research Fellow at the Center for Euro-Atlantic Security at the MGIMO University of the Russian Foreign Ministry, a Consultant at PIR Center, a member of the Deep Cuts Commission and expert at Valdai Club International. He has previously served as a Research Fellow at the Center for Global Trends and International Organizations of the Diplomatic Academy of the Russian Foreign Ministry, PIR Center «Russia and Nuclear Nonproliferation» Program Director and the Editor-in-Chief of monthly e-bulletin “Yaderny Kontrol” (“Nuclear Control”). Mr. Baklitskiy was a Visiting Research Fellow at the Center for Strategic and International Studies (CSIS) in 2019-2020. He taught courses on nuclear nonproliferation and emerging technologies at the MGIMO University and the Diplomatic Academy of the Russian Foreign Ministry. He regularly contributes to Russian and international media and has authored numerous articles and reports. As of November 2011 Mustafa is a consultant to IHS Global Insight; a UK based information Analysis Company. Mustafa Fetouri is a Libyan academic and award winning journalist. A gifted public speaker and MENA region expert; Mustafa received his education in Europe; starting his undergraduate studies in the American university, Greece, and finishing his post graduate education in Maastricht, The Netherlands where he graduated from Maastricht School of Management. After his graduates he spent few years working at the same school, particularly in its outreach MBA programs. In this capacity he taught and run training programs in over dozen countries including: Egypt, China, Malaysia, Jordan, Libya, and at home campus in Maastricht, The Netherlands. As a freelance journalist and Op-Ed writer he won EU’s Beirut based Samir Kassir Award for the Freedom of the Press in 2010. He has numerous published articles often cited by researchers, and media in dealing with the MENA region with particular focus on Libya. He has been guest on numerous media outlet like the BBC, CBS, Al-Jazeera, France 24,  and Bloomberg TV besides dozen other print publications such as TIME magazine, WSJ, and Washington Post. Mr. Fetouri is also experienced trainer in the media and journalism where he has trained many Libyan journalists in Libya between 2008-2010 as a public speaker and regional expert Mr. Fetouri has been key note speaker and active participant in many international conference in Europe; Middle East and Asia. He frequently invited to speak to various audiences in different think-tanks across the globe.

Biography :

PhD in History, Professor, Corresponding Member of the Russian Academy of Sciences. In 1968, he graduated from the Faculty of History and Philology of the Institute of Asian and African countries of Moscow State University (later Institute of Oriental Languages), where he specialized in the study of the history of Arab countries and the Arabic language. In 1966-1967, he had an interned at Cairo University and  American University in Cairo (Egypt). In 1968-1970 he served as an officer in the Soviet Army, taught at the Military Institute of Foreign Languages of the Defense Ministry. Since 1972, he began teaching medieval history of the Arab world, Islamic studies and modern political development of the Arab countries in the IAAC MSU. In 1972-1977, worked at the Graduate School of Social Sciences in the People's Democratic Republic of Yemen. Twenty years of his career devoted to the Institute of Oriental Studies under the Russian Academy of Sciences, where he was the Head of Department of the Arab Countries, then served as Deputy Director of the Institute, and throughout 1994-2009 – Head of the Center for Arab Studies. He is also President of a non-profit NGO “Center for Strategic and Political Studies,” Editor-in-chief of the “Vostok/ORIENS” journal, member of the advisory Scientific Council under the Security Council of Russia. He leads the Department of Regional Studies at the Faculty of World Politics at Moscow State University. Vice-Chair of the Board of the Egyptian Council for Foreign Affairs, Chair of the Board of the Regional Information Technology Institute, Chair of the Board of Trustees of Magdy Yacoub Foundation for Heart Research. Dr. Shaker held the position of Ambassador of the Arab Republic of Egypt to the United Kingdom (1988-1997) and was the Doyen of the Diplomatic Corps accredited to the Court of St. James. He was Ambassador to Austria and member of the Board of Governors of the International Atomic Energy Agency (IAEA) in Vienna (1986-1988). He also held a number of positions at the UN, including UN Deputy Permanent Representative (1984-1986),  member of the UN Secretary-General’s Advisory Board on Disarmament Matters (1993 – 1998), Chair of the Advisory Board for 1995, and member of the UN Expert Group on Disarmament and Non-Proliferation Education (2001-2002). He is the founding Dean of Academic Programs and has been Professor of Nuclear and Mechanical Engineering at Masdar Institute, Abu Dhabi since Spring 08. He has been Visiting Professor at Nuclear Engineering Department, MIT since Spring 07. From Fall 02 he spent five years as Associate Professor at Nuclear Engineering Department, King Abdulaziz University. He was Faculty Fellow at Idaho National Laboratory in 2004 and 2005. Before that he was Principal Engineer for ten years at Westinghouse where he developed methods for nuclear reactor design applications. His research interests include computational reactor physics, in-core nuclear fuel management optimization, advanced reactor design, application of nuclear systems for water desalination and hydrogen production, micro- and nano- fluidics development and analysis and sustainable energy.

From 1999 to 2001, Dr. Shihab-Eldin was Director of the Division for Africa, East Asia and the Pacific, Department of Technical Co-operation, at the International Atomic Energy Agency (IAEA) in Vienna, Austria. Prior to joining the IAEA, he served as Director of the UNESCO Regional Office for Science and Technology (Cairo) and as the UNESCO Representative in Egypt, Sudan, and Yemen. From 1976 to 1986 he was the Director General of the Kuwait Institute for Scientific Research, serving concurrently until 1980 as Vice Rector for Academic Affairs at Kuwait University.
