In 1979 graduated from Moscow State University (Political Geography) and worked in a research institute of the USSR Ministry of Defence. After receiving PhD in International Relations from the Institute of USA and Canada (Moscow) in 1988, he worked at the Institute of Europe (Moscow) until October 1992, when he joined PRIO. In 1995-2001 he was a co-editor of Security Dialogue, a quarterly policy-oriented journal produced at PRIO, and in 2000-2004 he was the head of the Foreign and Security Policies program. Author of several books, among them The Russian Army in a Time of Troubles (London: SAGE, 1996). Cirincione had previously served as Vice President for National Security and International Policy at the Center for American Progress in Washington, DC, and for eight years as the director for nonproliferation at the Carnegie Endowment for International Peace. He is the author of Bomb Scare: The History and Future of Nuclear Weapons (2007) and Deadly Arsenals: Nuclear, Biological and Chemical Threats (2006). He is on the adjunct faculty of the Georgetown University School of Foreign Service, where he teaches in the Master of Science in Foreign Service Program, and a member of the Council on Foreign Relations. He has written over 200 articles on defense issues, produced two DVDs on proliferation, appears frequently in the media, and has given over 150 lectures around the world in the past two years. He is the author of Bomb Scare: The History and Future of Nuclear Weapons (Columbia University Press, Spring 2007). He is the co-author of Contain and Engage: A New Strategy for Resolving the Iranian Nuclear Crisis (March 2007), two editions of Deadly Arsenals: Nuclear, Biological and Chemical Threats (2005 and 2002), Universal Compliance: A Strategy for Nuclear Security (March 2005) and WMD in Iraq, (January 2004). He has held positions at the Henry L. Stimson Center, the U.S. Information Agency, and the Center for Strategic and International Studies. He is an honors graduate of Boston College and holds a Masters of Science with highest honors from the Georgetown School of Foreign Service. He is happily married with two children. Sri Lanka stateman and diplomat. Dr. Jayatilleka was Sri Lanka’s Ambassador Extraordinary and Plenipotentiary to the Russian Federation (2018-2020). Earlier he served as Ambassador Extraordinary and Plenipotentiary of Sri Lanka to France, accredited to Spain and Portugal, and Permanent Delegate of Sri Lanka to UNESCO, Paris (2011-2013).

Also, Dayan Jayatilleka was a Permanent Representative-Ambassador of the Democratic Socialist Republic of Sri Lanka to the United Nations at Geneva and other International Organizations (2007-2009).  He was elected Chairman of the Governing body of the ILO (2007-2008) and Vice-President of the United Nations Human Rights Council (2007-2008).

Ambassador Jayatilleka served as Chairman-Rapporteur of the UN Human Rights Council's Inter-Governmental Working Group on the effective implementation of the Durban Declaration and Program of Action of the UN World Conference against Racism, Racial Discrimination, and Xenophobia and Related Intolerance. He was also Coordinator of Agenda Item on "General and Comprehensive Nuclear Disarmament" of the UN Conference on Disarmament, and Coordinator of Asian Group, UNCTAD (2009). 

Currently Dayan Jayatilleka is a Senior Advisor on International Relations to the Leader of the Opposition and Daily FT Columnist (Colombo, Sri Lanka) as well. 03/22

Dhanapala, Jayantha image

Before 2007 he was a former United Nations Under-Secretary-General for Disarmament Affairs and a former Ambassador of Sri Lanka to the USA and to the UN Office in Geneva. He is a member of the Governing Board of the Stockholm International Peace Research Institute (SIPRI). As a Sri Lankan diplomat Dhanapala served in London, Beijing, Washington D.C., New Delhi, and Geneva and he has represented Sri Lanka at a number of international conferences chairing several of them including the historic NPT Review and Extension Conference of 1995. Dhanapala is also a former Director of the UN Institute for Disarmament Research. Jayantha Dhanapala is a member of the Board of Sponsors of The Bulletin of the Atomic Scientists and a governing board member of the Stockholm International Peace Research Institute. Dr. Dhanapala was Sri Lanka's official candidate for the post of Secretary-General of the United Nations, before withdrawing from the race on 29 September 2006. Dvorkin, Vladimir Z. image

Professor. Major General (Ret.), Doctor of Technical Sciences, a top military expert, General Dvorkin was one of the main authors of the Russian Strategic Nuclear Forces and Strategic Missile Forces policy documents. He participated as an expert in the preparation of the SALT II, INF, START I, and START II treaties for many years, and made a noticeable contribution to the formation of the Soviet and Russian position at the negotiations on the limitation and reduction of strategic weapons. He participated in the testing of the first Soviet nuclear-powered ballistic missile submarines and the first submerged launches of ballistic missiles. He is an active member of the Russian Academy of Missile and Artillery Sciences, the Academy of Military Sciences, the Russian Engineering Academy, the International Engineering Academy, and the Academy of Cosmonautics. He is the author of more than 350 academic papers and numerous articles. His academic interests include missile dismantlement issues, combating terrorism, and nuclear safety and security. PIR Center Advisory Board member since 2003.

Before joining Brookings in May 2013, served as the U.S. Department of State special advisor for nonproliferation and arms control, a position created by Secretary of State Hillary Clinton in 2009. Between 2001 and 2009, was a senior advisor at the Center for Strategic and International Studies (CSIS), where directed the Proliferation Prevention Program. Prior to joining CSIS, was assistant secretary of state for nonproliferation from 1999 to 2001, deputy assistant secretary of state for political-military affairs from 1992 to 1999, and a member of the State Department policy planning staff from 1986 to 1992. Between 1972 and 1986, held various positions at the U.S. Arms Control and Disarmament Agency (ACDA), including as ACDA’s representative to the strategic arms reduction talks with the Soviet Union. PIR Center Advisory Board member since 2007.

Worked in the Institute of Mass Political Movements at the Russian-American University (1991-93), the Centre for Political Trends (1993-2003), Institute of Social and Political Research of the Russian Academy of Science (ISPI RAN) (1997-2003), Centre for Social Information ISPI RAN (2003-2006). Since September 2003 has been Director General of the VCIOM, where he also heads Expert Council. Valery Fedorov is the member of VCIOM Board of Directors (since 2006). He is also the Chief Editor of the "Monitoring. Social and Economic Changes" scientific journal (since 2003). Prof. Kibaroglu was a Research Fellow at the United Nations Institute for Disarmament Research in Geneva (1995); International Atomic Energy Agency Fellow at the University of Southampton (1996); Post-doctoral Fellow at the Monterey Institute in California (1996/97); and Sabbatical Fellow at the Belfer Center of Harvard University (2004/05). Prof. Kibaroglu is the co-author of Global Security Watch – Turkey (2009) by Praegers in the United States, and the co-editor of Defence Against Weapons of Mass Destruction Terrorism (2010), Bioterrorism: Threats and Deterrents (2010), Responses to Nuclear and Radiological Terrorism (2011), Defence Against Terrorism (2011), and Analysis and Strategies to Counter the Terrorism Threat (2011) by IOS Press in Netherlands. Ambassador Extraordinary and Plenipotentiary of the USSR and Russia (retired), is a well-known diplomat with many years of expertise on disarmament issues. Between 1956 and 1992, he worked at the system of Ministry of Foreign Affairs of the USSR / Russia, throughout roughly two decades – on issues of disarmament and nuclear nonproliferation. Yuri Nazarkin contributed actively to drafting the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), the Biological and Toxin Weapons Convention (BTWC), the Treaty on the Prohibition of the Emplacement of Nuclear Weapons and other Weapons of Mass Destruction on the Sea-Bed and the Ocean Floor and in the Subsoil Thereof (also known as the Seabed Arms Control Treaty), etc. In the period from 1987 to 1989, he acted as Representative of the USSR to the Conference on Disarmament. Also, he negotiated the draft of the Chemical Weapons Convention. Ambassador Nazarkin was a head of the delegation of the USSR during the US-Soviet negotiations leading to the conclusion of the 1991 Strategic Arms Reduction Treaty (START-1 Treaty). In 1992-1995, Yuri Nazarkin served as Deputy Chairman of the Security Council of the Russian Federation. Since 1996, after retiring, he has been engaged in teaching activities: currently he is a Professor and Honorary Doctor (honoris causa) at the Geneva School of Diplomacy and International Relations; he also was a Professor at the Geneva Centre for Security Policy (GCSP). Ambassador Nazarkin was an honorary member of the Centre russe d'etudes politiques (2006-2021). A member of PIR Center’s Advisory Board since 2021.
