PIR Center at the meeting of the CIS Commission on nuclear energy


ELECTROSTAL, OCTOBER 23, 2013. On October 9, 2013, PIR Center President Vladimir Orlov participated in the XIV session of the CIS Member-States Commission on the use of nuclear energy for peaceful purposes in Elektrostal (Moscow region), where he arrived at the invitation of the Chairman of the Commission Deputy Director General of Rosatom Nikolai Spassky.

The event was attended by member of the Commission from the Republic of Armenia, Head of the Atomic Energy Department at the Ministry of Energy and Natural Resources Aram Gevorgyan, member of Commission from the Republic of Belarus, Deputy Energy Minister Mikhail Mikhadyuk, member of the Commission from the Republic of Kazakhstan,  Deputy Chairman of the Atomic energy Committee Timur Zhantikin, member of the Commission from the Kyrgyz Republic, Director of Nuclear and Radiation Safety Agency Damirbek Kushbakov, member of the Commission of the Republic of Tajikistan, Deputy Director of the Agency for Nuclear and Radiation Security of the Academy of Sciences Jabor Salomov, and other experts from relevant ministries and organizations of the CIS countries.

In his opening remarks Deputy Chairman of the Executive Committee, Deputy Executive Secretary of the CIS Anatoly Dron, noted that the «positive momentum to strengthen cooperation in the field of nuclear energy demands the cooperation of the Commission and the CIS to successfully implement real, concrete projects».

In accordance with the agenda Commission members discussed pertinent questions of interaction between CIS Member States in the field of peaceful atomic energy. Representatives of the CIS countries evaluated proposals of mechanisms for the implementation of the agreement on the coordination of inter-state relations in the sphere of peaceful use of nuclear energy, which was signed at the meeting of the CIS Heads of Government Council on May 31, 2013. They decided to integrate these proposals into the list of activities for the implementation of the Framework program for the CIS cooperation on peaceful atomic energy, through the year 2020.

PIR Center President gave a presentation on the topic "Promoting Cooperation in the Fields of Nuclear Energy, Nuclear Safety, and Nuclear Nonproliferaton in the CIS: the Possible Role of PIR Center," (in Russian) which provoked lively discussion among the participants of the meeting.

The session approved the draft Concept of Nuclear and Radiation Safety of the CIS Member-States and the draft Provision on the Basic Organization of the CIS Member-States for Nuclear Education. These documents will be submitted to the CIS Executive Committee for approval. In addition, the session reviewed a draft Concept of Modernization and Development of Radiation Therapy and Nuclear Medicine in the CIS. The XV annual meeting of the Commission of the Member States of the CIS on the use of atomic energy for peaceful purposes is scheduled to occur in 2014 in the Republic of Tajikstan.

After the conclusion of the meeting, members were invited to take a guided tour of the Machine-Building Plant, part of the Fuel Company of Rosatom TVEL.

On the sidelines of the meeting Vladimir Orlov was able to have discussions with Timur Zhantikin, Aram Gevorgyan, Damirbek Kushbakov and other high-level representatives of nuclear power institutions of the CIS.
