PIR Center congratulates members of Advisory Board and International Expert Group on new appointments

MOSCOW, JUNE 21, 2018. PIR PRESS – This year is full of career successes for members of PIR Center Advisory Board and International Expert Group. PIR Center team congratulates Sergio Duarte, Dmitry Feoktistov and Victor Vasiliev on new landmark in their careers.

Two members of PIR Center Advisory Board and a member of International Expert Group have been appointed to new positions.

On April 24, 2018 Victor Vasiliev, member of PIR Center Advisory Board, was appointed (in Russian) as Permanent Representative of the Russian Federation to FAO and other UN Agencies in Rome. In 1989-1993 Vasiliev served at the Ministry of Foreign Affairs of the USSR (Russia). 1993-1997 and 2000-2004 – two terms in the Permanent Mission of the Russian Federation to the United Nations in New York and served as Senior Counselor for political affairs (specialization on the Security Council). 2004-2007 — Deputy Director of the Department of International Organizations of the Russian Foreign Ministry. Participated as a member of the Soviet/Russian delegations at various international conferences, including NPT Review Conferences in 1995, 2000, 2005 and 2010, the UN Disarmament Comission sessions, etc. 2005-2006 – a governmental expert in the Group of Governmental Experts on verification in all its aspects. Since September 2013 – Ambassador-at-large of the Russian Federation Ministry of Foreign Affairs. 2013-2018 – is Plenipotentiary Representative of the Russian Federation to the Collective Security Treaty Organization.

On June 20, 2018 by the Decree (in Russian) of the President of the Russian Federation Dmitry Feoktistov was appointed as Ambassador extraordinary and Plenipotentiary of the Russian Federation in the Argentine Republic. Feoktistov – member of PIR Center Advisory Board and Ph.D. in History. 1993-1996 served as the Second Secretary at the Information and Press Department of the Ministry of Foreign Affairs of the Russian Federation. 1996-2000 – First Secretary of the Permanent Mission of the Russian Federation to the UN. 2000-2004 – First Secretary, Counselor of the Department of International Organizations of the Ministry of Foreign Affairs of the Russian Federation. 2004-2010 – Counselor, Senior Counselor and Head of the Political Office at the Permanent Mission of the Russian Federation to the UN. In 2010 served as Head of the Counter-Terrorism Office of the Department on New Challenges and Threats of the Ministry of Foreign Affairs of the Russian Federation. 2010-2017 – Deputy Director of the Department for New Threats and Challenges of Russian Ministry of Foreign Affairs.

Sergio Duarte, a Member of PIR Center International Expert Group, is a President of Pugwash Conferences on Science and World Affairs since Autumn 2017. July 2007 - February 2012 Duarte was the United Nations High Representative for Disarmament Affairs. Ambassador Duarte served the Brazilian Foreign Service for forty-eight years. Duarte was the Ambassador of Brazil in a number of countries, including Austria, Croatia, Slovakia and Slovenia, China, Canada, Nicaragua, Switzerland, the United States, Argentina and Italy. Brazilian representative to several International organizations, focusing on disarmament issues. 1999-2000 – Chairman of the Board of Governors of the IAEA.
