MOSCOW. APRIL 17, 2020. PIR PRESS. – The Security Index occasional paper series came out with a paper "Ethical artificial intelligence" becomes a political tool " by Alexander Fedorov

Summary:

  • MORE THAN 30 COUNTRIES AND NATIONAL UNIONS HAVE ALREADY DEFINED THEIR NATIONAL STRATEGIES IN THE FIELD OF ARTIFICIAL INTELLIGENCE (AI) IN ONE FORM OR ANOTHER. However, for most of them, work is still being conducted as part of theoretical studies or designing initial organizational decisions.
  • IN THE ESTIMATION OF SOCIOLOGISTS, THE PERSPECTIVES OF AI APPEARANCE ARE ASSOCIATED NOT ONLY WITH HIGH EXPECTATIONS, BUT WITH SIGNIFICANT CONCERNS. Among the laymen, AI is associated with cyber soldiers and lines of unemployed, among the intellectuals - with the Orwellian “big brother”.
  • TODAY IN BRUSSELS, THE DEVELOPMENT OF AI-BASED SYSTEMS IS PERCEPTED AS A NATURAL DOMINANT OF ECONOMIC DEVELOPMENT. In April 2018, 25 EU countries signed the Declaration of Cooperation on Artificial Intelligence. AI producers are already competing on the international market.
  • WHILE THE QUESTION OF WHETHER THE AI MARKET EXIST IS STILL OPEN FOR MANY PARTIES, THE NEED FOR SUCH PRODUCT IS ALREADY FORMED ON THE MARKET. Substantial assistance was also provided by the military.
