MOSCOW. MAY 22, 2020. PIR PRESS. The Security Index Occasional Paper Series came out with the report "Modern challenges to the nuclear nonproliferation regime: through Moscow's eyes" by Oleg Rozhkov

The article presents the Russian Foreign Ministry views at the role of the Treaty on the Non-Proliferation of Nuclear Weapons in the current nonproliferation regime. The importance of NW and WMD-free zones as tools to strengthen regional security and stability is considered. Key contemporary challenges to the nonproliferation regime are noted. The author draws special attention to the fulfillment by the Russian side of its commitments under international agreements in the field of non-proliferation and disarmament.

Key findings:

  • The conclusion of the Treaty on the Non-Proliferation of Nuclear Weapons was one of the most significant achievements in the field of strengthening international peace and security in the second half of the 20th century.
  • The Russian Federation strictly fulfills its disarmament obligations. Russia intends to continue to make a significant contribution to moving towards the long-term goal of nuclear disarmament in the context of strengthening strategic stability, as well as ensuring equal and indivisible security for all.
  • The most valuable achievement of the NPT is that it not only restricts the proliferation of nuclear weapons, but also provides States parties with access to the benefits of a peaceful atom. Russia has always not only advocated for the right to develop peaceful nuclear technologies, but also actively supported its implementation.
  • In November 2019, at the UN headquarters in New York, the first conference on the establishment of a WMDFZ in the Middle East took place. An open, inclusive dialogue on the search for ways out of the impasse around the problems of the WSSA has begun. 
  • Russia will act on the basis of a responsible and careful attitude to previously reached agreements and, together with other parties to the NPT, will seek ways to strengthen the non-proliferation regime.
