“We want our law-enforcement to work effectively and efficiently, to respond to growing risks, which have not been comprehended fully, in a situation where no proper steps to achieve information security are being taken. “The OSCE has grown. It remains the only forum for an inclusive dialogue about the current state and the future of our common security order at the moment. But this is not only because there were no alternatives. It is also because the OSCE has distinct characteristics and abilities, which recommend the organization for this role” — Antje Leendertse, Ambassador, Head of the Task Force for the 2016 OSCE Chairmanship.

“There is no such thing as pivot to the East. While preparing Russia’s APEC presidency in 2012 we focused on the eastward direction of the economic policy. It became apparent that we have to pay more attention to this strand, to organise work in a consistent manner. It was at that time when it became clear that we'd missed the right moment: all our competitors, the other major economies, were at the East long before” — Stanislav Voskresensky, Deputy Minister of Economic Development of the Russian Federation.

“The OSCE finally works as it should have always been working. Its real time civic activity meets our interests, and during the latest operation the member states not only participate but bear equal responsibility for it. What the OSCE is doing at the moment meets our interests” – Andrey Kelin, Director of the Department for European Co-operation at the Ministry of Foreign Affairs of Russia.

“Sharing best practices in the field of critical infrastructure protection, including non-nuclear energy infrastructure is often limited because of special security regime at such objects, whereas elaboration of norms and standards of states’ conduct in information space is complicated due to the lack of trust among them. Despite some regional initiatives to strengthen international information security, the ongoing discussion on the necessity to elaborate norms in information space, a comprehensive cooperation mechanism is lacking, which should be taken into account given the peculiarities of ICT sphere,” – according to PIR Center intern Karina Markova.
