We could speak in length about the sovereignty in the Net, but the experience of various nation states gives evidence: most successful of them conduct proactive national policies and are building a system that would enable them to consider national interest of a particular nation state with regard to the internet. A good example is China which never – and WCIT-2012 it not an exception – loudly announces and promotes its position in the world arena or pushes on the coalition approach, but still demonstrates a breathtaking progress in national IT sector", - Andrey V.
