The article analyzes NATO nuclear sharing arrangements and examines the history of the concept of nuclear sharing, based on archival documents, and its practical implementation at the present stage. The authors pay special attention to the positions of the countries in whose territory American tactical nuclear weapons are stored, as well as to the speeches of countries against nuclear sharing at the PrepComs of the Review Conference. The authors give a list of reasons why NATO might benefit from changing its inflexible approach to nuclear sharing.

The international relations system has been in the process of transformation since the early 1990-s. The unfulfilled unipolar project, which was being constructed by the USA, is transforming into a more just multipolar world order, which the future of world development belongs to. At the same time one can observe some countries pursue their foreign policies through strength, see the ideologization and militarization of international relations. The United States purposefully destroys the arms control system, develops the global missile defense system, withdrew from the INF Treaty, the Open Skies Treaty, does not agree to extent the New START.

The publication analyzes the regulatory framework for political control developed in Russia over the last years, describes in detail the history of relations between legislative and executive power as regards such control, defines the role of the legislature in developing Russia’s position on various aspects of arms control and policy in the area of international security.
