“Joe Biden has already begun forming a “shadow National Security Council”, which includes several dozen working groups. According to media reports, the leading roles in this structure are played by Biden's most trusted advisers: former Deputy Secretary of State Antony Blinken, who is tipped for the position of Secretary of State or National Security Advisor; Jake Sullivan, ex- Director of Policy Planning in the State Department; Avril Haynes, ex-Deputy Director of the CIA; Michele Flournoy, former Under Secretary of Defense for Policy. Staffing base of the "shadow NSС" is the analytical centers of the democratic administration, the most prominent among which are the Center for New American Security and the Penn Biden Center for Diplomacy and Global Engagement, founded by Biden himself" – this is the leitmotiv of the 525th issue of Yaderny Kontrol.

International Summer School on Global Security 2006

SS2006-FirstPage-1.jpgFrom July 9th to 15th  2006 PIR Center and the Center for Nonproliferation Studies at the Monterey Institute of International Studies conducted a Summer School on nonproliferation issues for experts from Russia and the CIS countries.

SS2006-FirstPage-2.jpgThe 2006 edition of Summer School it was attended by 25 young professionals representing nine CIS countries and 11 Russian cities as well as officials from the Russian Ministry of Defense, the Federal Service for Environmental, Technological and Nuclear Supervision, the Federal Agency for Atomic Energy and the Ministries of Foreign Affairs of Belarus and Kyrgyzstan.

SS2006-FirstPage-3.jpgThe issues studied at the Summer School included following topics: the history and reasons behind creation of the nuclear nonproliferation regime, the role of international organizations and multilateral agencies in strengthening of the nonproliferation regime, chemical and biological weapons nonproliferation regimes track record, nuclear arms control, the new tendencies in nuclear doctrines, contemporary issues in the international nonproliferation regime, multilateral approaches to the nuclear fuel cycle, regional aspects of nonproliferation regime, international system of the export control for nonproliferation, WMD counter-terrorism, Global Partnership against the proliferation of weapons of mass destruction, etc.
