PIR Center publishes the report "The Future of the Vienna Document: Prospects for the Further Development of Confidence- and Security-Building Measures in Europe” by Oleg Shakirov in light of the 26th Meeting of the OSCE Ministerial Council in Bratislava.

“The structured dialogue on current and future challenges and risks to security launched within the OSCE is not yet a negotiation on a regime of conventional arms control in Europe, but an attempt to develop a shared understanding of what could be its foundation in the current conditions. Russia has supported this process, yet it specified that unless NATO drops its deterrence policy there could hardly be any progress,” —  Oleg Shakirov, PIR Center consultant.

Towards a New European Security Agenda

"We are neighbours. Russia is part of Greater Europe. The European Union is a major player in the European space, but it is not the whole of Europe, no matter how some of the EU leaders juggle this word. Common history is evidence that Europe never could build a solid security architecture and ensure the continent’s peaceful, stable development while trying to spite Russia or leave it out of the equation. Many politicians have publicly acknowledged this. And I am sure it won't work."
