PIR Center publishes the report "The Future of the Vienna Document: Prospects for the Further Development of Confidence- and Security-Building Measures in Europe” by Oleg Shakirov in light of the 26th Meeting of the OSCE Ministerial Council in Bratislava. 

International Summer School on Global Security 2009

SS2009-FirstPage-1.jpgOn July 10, the 9th International Summer School on Global Security has been completed. During this day the participants of program from nine CIS states visited the Moscow's Kremlin and other points of interests in the Russian capital. The day before, the final classes completed and the graduation ceremony took place at the constant location of Summer School – Pokrovskoe resort, nearby Moscow.

President of the PIR Center Vladimir Orlov, in his speech to the participants of the program, summarized the results of the two-week program: “Within two weeks, the participants of the Summer School digested an amount of knowledge which is usually studied for a whole semester. The participants reached the goals of the course. The Summer School instructors were brilliant. We managed to share ideas and exchange our opinions on the most controversial questions and mapped the possibilities for cooperation. Thanks to our partners' support, we succeeded to create all this. We can say for sure that the program of the Summer School was successfully realized and became our real contribution to the development of the new generation of international relations' experts for the CIS countries.”

SS2009-FirstPage-2.jpgThe 9th International Summer School on Global Security was held from June 28 to July 10, 2009. Young experts representing eight Russian cities – Barnaul, Vladivostok, Makhachkala, Moscow, Petrozavodsk, Saint-Petersburg, Tomsk, Tumen, and from nine CIS countries – Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Uzbekistan and Ukraine. The students were 21 young specialists from the ministries of foreign affairs, universities and think-tanks. The applications for the Summer School came from 37 cities and 14 countries; there were more than 5 applicants for one spot

SS2009-FirstPage-3.jpgAmong the Summer School instructors who were working with students this year were the leading Russian experts, representatives of governmental structures, research centers and businessmen who deal with international security issues. The participants had an opportunity to get acquainted with the positions and approaches of many representatives of the Russian think-tanks. The heads of both well-known leading think-tanks and foundations and new dynamically developing ones were among the professors of the Summer School, including Director of Centre for Post-Industrial Studies Vladislav Inozemtsev, Director of Center for Energy and Security Studies Anton V. Khlopkov, Executive Director of Russkiy Mir Foundation, President of Polity Foundation and the Unity for Russia Foundation Vyacheslav Nikonov, President of PIR Center Vladimir Orlov, President of the Institute of Middle East YevgenySatanovsky and head of the Moscow branch of Macarthur Foundation Igor A. Zevelev.

Among the instructors there also were Assistant Professor of MGIMO Ildar Akhtamzyan, PIR Center Senior Vice-President, Lieutenant-General (ret.) Gennady Evstafiev, Advisor of the Russian Strategic Rocket Forces Commander-in-Chief colonel-general (ret.) Viktor Yesin, Deputy Director of Institute for Demographics of High School of Economics Sergey Zakharov, leading research fellow of Institute of World Economy and International Relations (IMEMO) NataliaKalinina, Head of the Research group on unconventional security threats at Institute of World Economy and International Relations (IMEMO) Ekaterina Stepanova, Chairman of the PIR Center Advisory Board, Amb. Roland Timerbaev, Chief Deputy of the Foreign Affairs Department of the Rosatom State Corporation Alexey V. Ubeev, Director of Legal and Commercial Affairs of SAP CIS Mikhail V. Yakushev etc.

SS2009-FirstPage-4.jpgWithin the framework of the Summer School there was a presentation of Director of the James Martin Center for Nonproliferation Studies at the Monterey Institute of International Studies William Potter. It was the first time that among the lecturers were the Defense Attaché of the Embassy of Switzerland Urs Sulser and the First Secretary of the Canadian Embassy to Russia (Global Partnership Program) Colleen Pigeon

The two-week Summer School program included 32 lectures, 5 seminars and 2 round table discussions. The final seminar was conducted in a format of debates, where students were expected to answer the question “Year 2010: Collapse of Nonproliferation Regime? (within the context of NPT Review conference of 2010)”. In addition, on July 3, the students joined international conference Multilateral Approaches towards Nuclear Disarmament: the Next Steps.

SS2009-FirstPage-5.jpgAlthough the educational program was very intensive, the students of the Summer School also had an opportunity to visit one of the most colorful places of Moscow region – Savvino-Storozhevsky Monastery. Situated near Zvenigorod, it is famous as the second oldest monument of the Russian national architecture, a pearl of national spiritual culture, remaining in this region of Russia. On the final day of the program, July 10, the city tour across Moscowwith a visit to Kremlin and its Cathedrals was organized.
