On May 2, more than 40 friends and partners of the PIR Center gathered at the Permanent Mission of Russia to the UN. Among them were heads and high representatives of delegations participating in the third session of the Preparatory Committee of the NPT Review Conference, the world's largest experts in the field of non-proliferation, graduates of PIR Center programs working in New York, young scientists and master students of double degree in the field of non-proliferation.

When me and a tiny team of my associates were establishing PIR Center in the spring of 1994, working in a small room on the corner of Tverskaya Ulitsa and Strastny Boulevard overlooking the Pushkin statue in the very heart of Moscow, I could hardly imagine that this great institution would live long enough to see the new century and indeed the new millennium. If someone told me back at the time that it would mark its 25th anniversary in Moscow, Geneva and New York, or that greetings would be pouring in from all over the world to what is now a highly reputable international nongovernmental organization, I probably wouldn’t believe them. Demidov Oleg V.

Program Director, International Information Security and Global Internet Governance

Mr. Demidov received his undergraduate degree from the School of Public Administration at Moscow State University. From 2011-2012, he held the position of Project Coordinator at Center for Political and International Studies (CPIS) under the International Federation for Peace and Conciliation. Since 2012, he has served as an expert to the Comission on Information Security and Cybercrime in the Russian Association for Electronic Communications (RAEC). Oleg has participated in a number of other educational programs, including the Center for International and Regional Politics's (CIRP) Winter School in 2011 and the PIR Center International Summer School on Global Security in 2012. In 2011, Oleg participated in the CSCAP Working Group on Cybersecurity, and since 2011 has been a participant in the international project “A Twenty-First Century Concert of Powers” under the Frankfurt Peace Research Institute (PRIF) (through 2014). Oleg is the author of a number of research articles on information security, global internet governance, and BRICS development in the PIR Center’s Security Index journal and other publications. Oleg serves as the Secretary of PIR Center's Working Group on International Information Security and Global Internet Governance under the Center's Advisory Board since 2012. In 2012-2013 was "International Information Security and Global Internet Governance" Program Coordinator, since September, 2013 - "International Information Security and Global Internet Governance" Program Director.


Jones, Patrick

Senior Director for Global Stakeholder Engagement

Dr. Jones leads ICANN's engagement around security and stability issues and works with the Global Stakeholder Engagement team to support the implementation of a unified strategy for ICANN's global engagement activities.

Patrick joined ICANN in March 2006 and has been active in the Internet governance, policy, operations and security areas since 2000. He is a member of the Executive team and serves as a liaison between the ICANN Security, Stability and Resiliency Coordination team and GSE. Dr. Jones previously served in the ICANN Security team from November 2009-October 2013.



Krutskikh Andrey V.

Special Representive of the President of the Russian Federation on the international cooperation in the field of information security

PhD in History, Professor, Member of the Russian Academy of Natural Sciences. In 1973he graduated from the Moscow State Institute of International Relations. At the Ministry of Foreign Affairs — since 1973. He occupiedvarious diplomatic posts in the Departments of USA and Canada in the Russian Embassies and General Consulates in the United Statesand Canada on the issues of security, disarmament, and new threats.He was a member of the Russian-USA delegation at the negotiations on the limitation of strategic offensive arms. In 2004-2005 and 2009-2010 — Chairman of the Group of UN Governmental Experts on theissue of international information security, since 2006 — Chairman of the Expert Group on International Information Security of Shanghai Cooperation Organization. Currently oversees the international information security and Internet governance issues in the rank of a Special Representative of the President of the Russian Federation.


Levova Irina Y.

Head of the Strategic Studies Department, Russian Association of Electronic Communications

Irina Levova was born in Voronezh, Russia in 1980. In 1996-2001 she studied logic in the Philosophy Department at Voronezh State University. In 2002-2006 she continued her studies as a graduate student at Moscow State University, where she wrote her dissertation on “The Theory of Semantic Categories and Analysis of Artificial and Natural Languages.” In 2007-2008, she worked as an analyst at the sports marketing agency “Sportima.” From there, she went to work as the press secretary for the Russian Judo Federation until 2009. Since then, she has been at the Russian Association for Electronic Communications, where she was a lead analyst until 2011, then she became the head of strategic development. Irina is currently finishing her dissertation at the Institute of Philosophy and Law, Siberian Branch of the Russian Academy of Sciences. She plans to defend her dissertation in 2013. Irina’s hobbies include rock climbing, in which she is a Candidate Master of Sports. She is a member of the Working Group on International Information Security and Global Internet Governance under PIR Center Advisory Board since 2012.


Lukatsky Alexey V.

Business Consultant on Information Security in Cisco

In 1996, Alexey Lukatsky graduated fromMoscow Institute of Radio Engineering, Electronics and Automation (MIREA) in "Applied Mathematics" (specialty - "Information Security"). He is a member of the Central Bank working group on developing security standards for the National Payment System (NPS) (382-П). Lukatsky is a member of Subcommittee 1 (“Protection of Information in the Credit and Financial Sphere”) of Technical Committee 122 “Standardization of Financial Services,” a member of Subcommittee 127 (“Methods and Means of Providing IT Security”) of Technical Committee 22 “Information Technology” and a member of Technical Committee 362 “Information Protection” (also part of the Federal Service for Technical and Export Controls) in the Federal Agency for Technique Regulation and Metrology. Member of the Advisory Board on the protection of personal data subjects’ rights in Roskomnadzor. He is a member of the Working Group on International Information Security and Global Internet Governance under PIR Center Advisory Board since 2012.


Romanov Andrey G.

Deputy Director of Coordination Center for TLD Ru/Рф

Since 1991, Andrew Romanov has been working on the implementation and development of computer network technology, participated in the creation of the Russian segment of the Internet, led theproject of establishing a billing system for Internet operators. Since 1993, activelyparticipated in the work of the Steering Group Domain RU. From 2005 to 2009 worked as Directorof Coordination Center for TLD Ru/Рф. He is a member of the Working Group on International Information Security and Global Internet Governance under PIR Center Advisory Board since 2012.




Sachkov Ilya K.

CEO, Group-IB

Ilya Sachkov graduated with honors from the Department of Information Security, Faculty of Informatics and Operating Systems at Bauman Moscow State Technical University. He is the founder of GroupIB, the Russia leader in investigating computer crimes and incidents. He has been the head of the company since 2003. Ilya is a member of a number of international associations, including the International Information Systems Forensics Association (IISFA), Association of Certified Fraud Examiners (ACFE), and the Honeynet Project. Additionally, Ilya is a board member at the Russian Information Systems Security Professional Association (RISSPA), the RAEC Committee on Cybercrime, State Duma expert committees, the Council of Europe, and the OSCE in cybercrime. He is also a member of the judging panel for the ZUBR Prize (Strengthening Security in Russia). In 2010, he became the first Russian laureate of the Digital Сrimes Consortium’s international conference prize for his contributions to the international exchange of best practices in computer criminal investigations. He is a member of the Working Group on International Information Security and Global Internet Governance under PIR Center Advisory Board since 2012. 


Todorov Leonid L.

Deputy Director for Government and International Relations, Coordination Center for TLD RU

Leonid Todorov earned his B.A. in management from the University of Copenhagen and his M.A. in Linguistics from Moscow State Pedagogical University. Since the onset of the Russian reforms, he served for more than a decade as Chief of Staff to the late PM Yegor Gaidar. He has subsequently worked for a mining company and a PR firm in Moscow. In 2008, he joined the Coordination Center for the .RU top level domain and serves as Deputy Director for External Relations in Russia’s Internet registry. Leonid’s focus is on Internet governance, IDNs, international cooperation, and cybersecurity. He has authored and coauthored a number of publications on these issues and has presented at various national and international events. He is also one of co-founders of and major contributors to the Russian Internet Governance Forum and is on the steering group for the European Dialogue on Internet Governance (EuroDIG). Member of the PIR Center EKS Working Group on International Information Security and Global Internet Governance since 2012.


Yakushev Mikhail V.

Chairman of PIR Center Executive Board

Michael Yakushev is an experienced attorney and specialist in the field of information security. He is the  PayPal IRM Director, earlier - vice president of the Group and previously served as president of the Coordination Center of the Russian Top-Level Domain (RU), DST Advisors Managing Director. Mikhail focuses on information rights issues, including access to information. He has co-authored the drafts of most of Russia's legislation on information technology. Previously, he was employed at Microsoft Russia, where he was responsible for the corporation's cooperation with governmental authorities in Russia and other CIS states. Mikhail represented the Russian Federation in the G8 working group on legal issues, and in 2004, he was a member of the working group on Internet governance established by the U.N. Secretary-General. Mikhail is the Chairman of the Working Group on International Information Security and Global Internet Governance under PIR Center Advisory Board since 2012.



Yarnykh Andrey Y.

Head of the Department of Internet solutions of Kaspersky Lab

Andrey is an experienced specialist in the field of information security. He works in the field of Communications since 1996 and at Kaspersky Lab - since 2001. He is a board member of the Regional non-governmental organization "Internet technology Center," an expert on virus detection in such projects as: Hotline "Friendly Runet" and "Russian Safer Internet Centre." He is also the Chairman of the Commission on Information Security and Cybercrime of the Russian Association for Electronic Communications (RAEC). Participating in many projects, Andrey made a significant contribution to the security of the Russian internet segment.
