Dr. Vladimir A. Orlov. President of PIR Center, Editor-in-Chief of Security Index journal


A leading expert on international security and foreign policy of the Russian Federation. He has focused his research on threats and challenges to international security, in particular, on proliferation of nuclear weapons.

Dr. Orlov founded PIR Center in 1994 and since then he has been heading work of this organization in Moscow, Russia. Currently, he also is President of the Center's European branch based in Geneva, Centre russe d'etudes politiques, commuting between Russia and Switzerland. Dr. Orlov is a member of the Public Board at the Ministry of Defense of Russian Federation. Dr. Orlov participates in the work of several international centers and groups in the area of international security. He is a member of the Russian Pugwash Committee at the Presidium of the Russian Academy of Sciences (RAS); the Monterey Nonproliferation Strategy Group; Washington Quarterly Editorial Board; and of the Trialogue Club International which he founded in 1993. Since 1994, Dr. Orlov is the editor-in-chief of Security Index journal (published until 2007 under the title of Yaderny Kontrol). He is an author and editor of the Nuclear Nonproliferation textbook. In 2001-2002, Dr. Orlov worked as a consultant to the U.N. contributing to the report by the UN Secretary General on disarmament and nonproliferation education and training. Dr. Orlov teaches on a regular basis in universities and training centers in Russia and throughout the world, giving lectures on Russian foreign policy and WMD nonproliferation.
