On March 10th of this year, at a regular meeting of the Joint Consultative Group (JCG) of the Treaty on Conventional Armed Forces in Europe (CFE), A.Y. Mazur, the head of the Russian delegation, issued a statement that suspended the Russian Federation’s participation in the group’s meetings, effective March 11, 2015.  “Therefore, Russia is ending its actions in the Treaty on Conventional Armed Forces in Europe, announced in 2007, completely.”

Chemical weapons are not normally moved from the country and are disposed on-site during several years. If due to the urgency of task we imply the physical transportation, the operation becomes unprecedented. The most ambitious project up to date, on the experience of which we can rely, was the withdrawal of Soviet nuclear weapons from Belarus, Kazakhstan and Ukraine to Russia.

Of course, Hagel’s announcement is in need of further specification and, at minimum, discussion with Russian experts. However, in and of itself, the Americans’ readiness to amend European missile defense plans that have already been approved and agreed upon with alliance members, canceling the parts that cause the most concern for Russia, deserves to be treated seriously.
