Elena graduated from Moscow State University in 2005 and later went on to get her Ph.D. in History. In journalism since 2003. She worked as a correspondent for the Germany desk and as a radio broadcast host for the Russian government’s radio broadcasting service Voice of Russia. She has also been a correspondent for the newspaper Moskauer Deutsche Zeitung, the wire service EurActiv, and the magazine Russian Newsweek. Elena’s professional interests include cyber security and diplomacy, arms control and disarmament, and Russian foreign policy in general. She speaks Russian, English and German. Member of the Sustainable Partnership with Russia (SuPR) Group since 2013. Member of the PIR Center EKS Working Group on International Information Security and Global Internet Governance since 2012. Member of the Executive Board of the PIR Center. Member of the Board of the Council on Foreign and Defense Relations (SVOP). 

Alexander has a Ph.D. in Physical and Mathematical Sciences. Following his studies at Moscow State University, he worked in various government agencies, where he worked on disarmament and WMD nonproliferation issues. More recently he has been actively studying and working on international and information security. He is the editor and co-author of the monographs Information Challenges in National and International Security and Superterrorism: New Challenge for a New Century. PIR Center Advisory Board member since 2001. Member of the PIR Center EKS Working Group on International Information Security and Global Internet Governance since 2012. 

Vitaly has been the Division Head of Perspective Scientific and Educational Projects in the Department of Innovative Development at MGIMO since 2008, and he has been a member in a number of PIR Center working groups on cybersecurity and internet development. His professional interests include cybersecurity, cyber weapons, international security, modeling systems, geoinformatics, missile defense, and strategic deterrence. He has designed graduate-level courses on maintaining international security and information security, and he is the co-author of a number of publications on international politics. Member of the PIR Center EKS Working Group on International Information Security and Global Internet Governance since 2012.

PhD in Law. Ms. Kasenova graduated from the Law Faculty of Moscow State University. From 1989-1993 – member of the Chamber of Commerce of the USSR/Russia, in 1990-1992 – Member of the Working Group on Legal Affairs of the Council of USSR-Canada Business Cooperation, Chief Expert of the International Association of bar coding UNISKAN. Member of the Russian official delegations to international intergovernmental conferences, member of international conferences and negotiations on investment cooperation. In 1992-1995 - lawyer in the International law firm Baker & McKenzie, in 2001-2003 - Head of legal advice bureau №2 of the law office for international affairs. Member of the PIR Center EKS Working Group on International Information Security and Global Internet Governance since 2012.

Irina Levova was born in Voronezh, Russia in 1980. In 1996-2001 she studied logic in the Philosophy Department at Voronezh State University. In 2002-2006 she continued her studies as a graduate student at Moscow State University, where she wrote her dissertation on “The Theory of Semantic Categories and Analysis of Artificial and Natural Languages.” In 2007-2008, she worked as an analyst at the sports marketing agency “Sportima.” From there, she went to work as the press secretary for the Russian Judo Federation until 2009. Since then, she has been at the Russian Association for Electronic Communications, where she was a lead analyst until 2011, then she became the head of strategic development. Irina’s hobbies include rock climbing, in which she is a Candidate Master of Sports. Member of the PIR Center EKS Working Group on International Information Security and Global Internet Governance since 2012.

In 1996, Alexey Lukatsky graduated from Moscow Institute of Radio Engineering, Electronics and Automation (MIREA) in "Applied Mathematics" (specialty - "Information Security"). He is a member of the Central Bank working group on developing security standards for the National Payment System (NPS) (382-П). Lukatsky is a member of Subcommittee 1 (“Protection of Information in the Credit and Financial Sphere”) of Technical Committee 122 “Standardization of Financial Services,” a member of Subcommittee 127 (“Methods and Means of Providing IT Security”) of Technical Committee 22 “Information Technology” and a member of Technical Committee 362 “Information Protection” (also part of the Federal Service for Technical and Export Controls) in the Federal Agency for Technique Regulation and Metrology. Member of the Advisory Board on the protection of personal data subjects’ rights in Roskomnadzor. Member of the PIR Center EKS Working Group on International Information Security and Global Internet Governance since 2012. Piskunova is an alumna of PIR’s Summer School 2011. She graduated from the Faculty of High-Tech Management and Economics at the National Research Nuclear University MEPhI. Her academic interests include nuclear reactor safety, innovative reactors, economics of the nuclear fuel cycle, developments in the nuclear nonproliferation regime. She speaks Russian and English. Member of the PIR Center EKS Working Group on International Information Security and Global Internet Governance since 2012.

Since 1991, worked on the implementation and development of computer network technology, participated in the creation of the Russian segment of the Internet, led the project of establishing a billing system for Internet operators. Since 1993, actively participated in the work of the Steering Group Domain RU. From 2005 to 2009 worked as Director of Coordination Center for TLD Ru/Рф. Member of the PIR Center EKS Working Group on International Information Security and Global Internet Governance since 2012.

Ilya graduated with honors from the Department of Information Security, Faculty of Informatics and Operating Systems at Bauman Moscow State Technical University. He is the founder of GroupIB, the Russia leader in investigating computer crimes and incidents. He has been the head of the company since 2003. Ilya is a member of a number of international associations, including the International Information Systems Forensics Association (IISFA), Association of Certified Fraud Examiners (ACFE), and the Honeynet Project. Additionally, Ilya is a board member at the Russian Information Systems Security Professional Association (RISSPA), the RAEC Committee on Cybercrime, State Duma expert committees, the Council of Europe, and the OSCE in cybercrime. He is also a member of the judging panel for the ZUBR Prize (Strengthening Security in Russia). In 2010, he became the first Russian laureate of the Digital Сrimes Consortium’s international conference prize for his contributions to the international exchange of best practices in computer criminal investigations. Member of the PIR Center EKS Working Group on International Information Security and Global Internet Governance since 2012. Leonid Todorov earned his B.A. in management from the University of Copenhagen and his M.A. in Linguistics from Moscow State Pedagogical University. Since the onset of the Russian reforms, he served for more than a decade as Chief of Staff to the late PM Yegor Gaidar. He has subsequently worked for a mining company and a PR firm in Moscow. In 2008, he joined the Coordination Center for the .RU top level domain and serves as Deputy Director for External Relations in Russia’s Internet registry. Leonid’s focus is on Internet governance, IDNs, international cooperation, and cybersecurity. He has authored and coauthored a number of publications on these issues and has presented at various national and international events. He is also one of co-founders of and major contributors to the Russian Internet Governance Forum and is on the steering group for the European Dialogue on Internet Governance (EuroDIG). Member of the PIR Center EKS Working Group on International Information Security and Global Internet Governance since 2012.

Ph.D. in Economics. From 1995-2012, she worked as a staff member for the State Duma Committee on Security, where she was in charge of legislation on information security. Elena participated in the development and polishing of draft legislation in data protection law and information security, including “On Commercial Confidentiality,” “On Personal Data,” “On Electronic Signatures,” and others. In addition to work on legislation, Elena is the author of more than 120 monographs, academic papers, and reports, including The Internet and Transparency (1999, co-authored), Protection of Personal Data: Legal Regulatory Experience (2001), and Development of Legal Groundwork for Information Security (2005, multiple authors). Elena is one of the initiators and supporters of conducting the international forum “Information Security in the Global Information Society” (Infoforum) under the auspices of the State Duma Committee on Security, and she is currently the program director of the Organizing Committee Infoforum. Member of PIR Center Advisory Board Working Group on International Information Security and Global Internet Governance since 2012. Mikhail is an experienced attorney and specialist in the field of information security. He is the  PayPal IRM Director, earlier - vice president of the Mail.ru Group and previously served as president of the Coordination Center of the Russian Top-Level Domain (RU), DST Advisors Managing Director. Mikhail focuses on information rights issues, including access to information. He has co-authored the drafts of most of Russia's legislation on information technology. Previously, he was employed at Microsoft Russia, where he was responsible for the corporation's cooperation with governmental authorities in Russia and other CIS states. Mikhail represented the Russian Federation in the G8 working group on legal issues, and in 2004, he was a member of the working group on Internet governance established by the U.N. Secretary-General. Mikhail served as the Chair of PIR Center's Working Group on International Information Security and Global Internet Governance under the Center's Advisory Board in 2012-2014. 

Ulyana has a Ph.D. in Law from the Institute of State and Law at the Russian Academy of Sciences, where she did a comparative analysis of legislation on combating cybercrime. Ulyana previously worked as a Senior Lawyer at Yandex LLC and as a Senior Lawyer at the Coordination Center for TLD .RU before joining Microsoft Russia as a Regulatory Affairs Attorney in March 2012. Her professional achievements include draft preparation of two federal laws ("On Information, Information Technologies and Protection of Information”, and "On Personal Data"), successful resolution of domain name dispute through World Intellectual Property Organization, and the development and implementation of new privacy policies. Additionally, she has participated in a variety of international conferences and meetings, including the Creative Commons World Summit; ICANN Annual Meetings; UN Internet Governance Forums; G8 Lyon-Roma Meeting, High-Tech Crime Sub Group; Council of Europe Workshop on the Establishment of the Russian Data Protection Authority and Data Protection Legislation; OSCE Expert Workshop on Combating Criminal Use of the Internet. Ulyana is the author of several publications on ISP liability for UGC, personal data protection, and combating cybercrime. Member of the PIR Center EKS Working Group on International Information Security and Global Internet Governance since 2012.

From 2007-2008, Elena Zinovieva was a staff member at the Center for Internet Politics at MGIMO. In 2009, she received her Ph.D. in Political Science from the Department of Global Political Processes at MGIMO (dissertation: “Role of international organizations and institutes in internet governance”). From 2009-2011, she headed the project “The Dynamics of world political development and Russia’s global competitiveness” at Russia’s Ministry of Education and Science, Research and Education Center at MGIMO. Since 2012, Zinovieva has been head of the project “Theory and Practice of Intercultural Engagement in the Context of European Security” (РГНФ 12-03-00649) as well as “Socio-Psychological Analysis of Russian Research Culture, based on data from Russian research funds.” Elena is the author of a number of publications on internet governance, international information security, and technological and innovative aspects of world politics. Member of the PIR Center EKS Working Group on International Information Security and Global Internet Governance since 2012.
