Dr. Kovalev was born in 1938. In 1960 he graduated the Leningrad High Engineering Naval College, in 1969 – the Leningrad State University and in 1979 upgraded his skills at the AllSoviet Foreign Trade Academy. In 1971–1973 Alexander Kovalev worked in the Russian trade representative office in West Germany, in 1973–1974 joined the staff of the Consular General office in West Germany. In 1979–1984 he worked for the ECA (UN Economic Commission for Africa) Secretariat. In 1989–1993 he was a trade representative of the Soviet Union/Russia in New Zealand. He took various posts in the Council of Ministers of the Soviet Union, in the Government’s Office. In 1990-1992, he participated, as the chief of the International Treaties Department of the Armed Forces General Staff, in the preparation of treaties and agreements in the area of arms control and disarmament, including: START-I; Conventional Armed Forces in Europe Treaty; Open Skies Treaty; Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on Their Destruction. In 2001-2009 - Vice President for Russia/New Independent States Programs at the Nuclear Threat Initiative. Ms. Holgate joined NTI after serving in a number of senior positions in the federal government. She managed the Cooperative Threat Reduction program at the U.S. Department of Defense, which provides assistance to Russia and the new independent states in securing and destroying excess nuclear, chemical and biological weapons and materials. She also served as director of the Office of Fissile Materials Disposition at the U.S. Department of Energy. Ms. Holgate has received numerous public service awards and is a member of the Council on Foreign Relations and the Executive Board of Women in International Security.

Graduated from Moscow Combined Arms Command School in 1971 and assumed command over a platoon (later, company and battalion) with the Group of Soviet Forces in Germany. In 1979, he earned a degree at Frunze Military Academy and reported to the then Transbaikal Military District as deputy regiment commander, deputy division commander, motorized rifle division commander. In 1993, graduated from the General Staff Academy and was appointed as Chief of Staff, Russian Joint Forces in Tajikistan, and later was assigned to Volga Military District as the Chief of Staff. In 1998 he took up the post as Land and Seashore Force Commander at the Baltic Fleet. In 1999 he assumed the duties as First Deputy Commander in Moscow Military District, in 2002 – as Commander in Siberian Military District. In 2005 he was promoted to his present rank of General of the Army. In 2007 he was appointed as Chief of the Armament for the Russian Armed Forces, Deputy Minister of Defense.
