MOSCOW. DECEMBER 29, 2021. PIR PRESS. “We must have a common cultural and educational space with our neighbors. The space is one of the opportunities - to work, study, use the common educational and scientific infrastructure, exchange all the best practices. Russian civil society has tremendous potential to make a difference in the world. Russian civic experience is one of the independent ways of finding solutions to a problem. It is not about giving a fish, it is teaching how to fish, and it is an indispensable skill if you want to have a good life in your own home country. I believe these skills should be in demand”, Albert Zulkharneev, Deputy Head of the Representative Office of Rossotrudnichestvo - Russian House in Bishkek, Member of PIR Center Advisory Board.

Albert Zulkharneev, a member of PIR Center Advisory Board, has assumed the post of Deputy Head of the Representative Office of Rossotrudnichestvo - Russian House in Bishkek, Kyrgyzstan.

Since 2007, Albert Zulkharneev's career was intertwined with PIR Center. Here he went through all the steps of the career ladder – from intern and educational projects coordinator to director in 2015–2019. In 2019, Albert Zulkharneev went to work at the All-Russian Popular Front, where he was engaged in social projects. At the same time, Albert, as a true PIRovets, has not lost his strong connection with our team and, until November 2021, continued to contribute to PIR Center activities as Advisor to Director and PIR Center Advisory Board Member.

“The basic principle of the Educational Program, and of the entire work of PIR Center is such that the future of each of us personally, as well as our countries, regional and global security, depend on our ability to identify existing problems as well as formulate our own, find common interests, negotiate, and accept joint, realistic solutions. It does not suffice to make a diagnosis, for the new normal is often conflicting; we need to look for solutions, too. Common challenges require joint solutions. Learning to look for these solutions is in some ways traditional, but in some ways a newly developed meaning of PIR Center's activities”, - that was how Albert Zulkharneev formulated the tasks of PIR Center.

Albert Zulkharneev’s main accomplishments at PIR Center include the promotion of the International School on Global Security, advanced training programs for professionals from the Commonwealth of Independent States (CIS), the launch and development of the International Dual Degree M.A. Program Global Security, Nuclear Policy and WMD Nonproliferation (developed by MGIMO University, Middlebury Institute of International Studies in Monterey, MIIS, USA, and PIR Center), development of new research and information projects.

As Deputy Head of the Rossotrudnichestvo Representative Office in Bishkek, Albert Zulkharneev will oversee interaction with NGOs, the development of an expert dialogue between Russia and Kyrgyzstan, focusing on issues of international development assistance. We are confident that Albert Zulkharneev’s profound experience in public diplomacy from his years at PIR Center will help him reach the top in this new professional field. By his own example, he reaffirms that members of PIR Alumni Community are all unique in their own way. PIR Center sends its warmest regards and greetings to Albert Zulkharneev on his new appointment and wishes him great inspiration with new projects for the benefit of Russian-Kyrgyz relations!
