Academic Supervisor of the Institute of World Military Economy and Strategy at HSE University. Leading Researcher at the Sector for Non-Proliferation and Arms Limitation of the Center for International Security, Primakov National Research Institute of World Economy and International Relations of the Russian Academy of Sciences (IMEMO RAS). Member of the Council for Foreign and Defense Policy (SVOP) and Russian International Affairs Council (RIAC). In 1972-1993, he served in the Soviet and Russian army. In 1978-1983, he was a Liaison Officer in the external relations branch of the Group of Soviet Forces in Germany (Potsdam). From 1985 to 1991, he was a staff member of the Soviet delegation at the Geneva talks on nuclear and space weapons. In 1993, he was a Senior Research Fellow at the NATO Defense College. In 1993-1997, he was a Senior Research Fellow at the Institute of Europe of the Russian Academy of Sciences (RAS). In 1993-1994, he was a Visiting Professor at Free University of Brussels. From 1994 to 2008, he was Head of the Scientific Council, Lead Researcher and Chairman of the Foreign and Security Policy program at the Carnegie Moscow Center. From 2008 to 2022, he was Director of the Carnegie Moscow Center. From 2002 to 2022 – Member of PIR Center Advisory Board. Member of PIR Center Executive Board Member since 2022.
