In 1990, Dmitry V. Feoktistov graduated from MGIMO University. In 1993–1996, he served as the Second Secretary of the Information and Press Department of the Ministry of Foreign Affairs of the Russian Federation. In 1996–2000, he was the Second and First Secretary of the Permanent Mission of the Russian Federation to the UN. In 2000–2004, he was the First Secretary and Counselor of the Department of International Organizations of the Ministry of Foreign Affairs of the Russian Federation. In 2004–2008, he was a Counselor, Senior Counselor and Head of the Political Office at the Permanent Mission of the Russian Federation to the UN. From May to September 2010, he was the Head of the Counter-Terrorism Office of the Department of New Challenges and Threats (DNCT) of the Ministry of Foreign Affairs of the Russian Federation. Since 2018, Dmitry V. Feoktistov has been serving as the Extraordinary and Plenipotentiary Ambassador of the Russian Federation to Argentina.
