Born on April 9, 1954.
In 1977, Evgeny M. Kozhokin graduated from History Department of Lomonosov Moscow State University. During his education, he specialized in the study of Western Europe and America. He completed his postgraduate studies at the Faculty of History of Lomonosov Moscow State University, after which he defended his thesis on the history of France in the 19th century. Evgeny M. Kozhokin began his career as a researcher at the Institute for International Labor Movement of the USSR Academy of Sciences and then at the Institute of World History of the USSR Academy of Sciences. From 1990 to 1993, he served as a member of the Parliament of the Russian Federation. He headed the Subcommittee on Foreign Affairs of the Committee on Foreign Affairs and International Economic Relations of the Supreme Soviet of the Russian Federation, and then the Subcommittee on International Security and Intelligence of the Committee on Defense and Security. From October to November 1991, he led the Russian observation team in Nagorny Karabakh. In 1993, he participated in negotiations in Afghanistan, Pakistan, Kyrgyzstan, and Tajikistan. In addition, he repeatedly participated in the work of OSCE international missions as an international observer, including elections in Kyrgyzstan (2011), Tajikistan (2015), Mongolia (2013), Ukraine (2014), and Moldova (2021). From 1994 to 2009, he served as the Director of the Russian Institute for Strategic Studies (RISS). In 2000, he defended his doctoral dissertation at the Institute of Comparative Political Science of the Russian Academy of Sciences. From 2009 to 2010, he worked as the Deputy Director of Federal Agency for the Commonwealth of Independent States, Compatriots Living Abroad and International Humanitarian Cooperation. From 2015 to 2020, he held the position of Vice-Rector of MGIMO University for scientific work.
Currently, Evgeny M. Kozhokin is a Professor of the Department of International Relations and Foreign Policy of Russia at MGIMO University. Since 2020, he has been the Dean of the Faculty of International Relations, Political Science and Foreign Area Studies of the Russian State University for the Humanities (RSUH). Since 1992, he has been a member of the Presidium of the Council for Foreign and Defense Policy (SVOP).
