In 1975, Sergey B. Mostinskiy graduated from Moscow Aviation Institute (MAI) and received a diploma in Mechanical Engineering with a specialization in Aircraft Design. In 1981, he completed postgraduate studies at MAI. From 1975 to 1983, he worked at the Department of Aircraft Design at MAI, where he held various positions such as engineer, senior engineer, junior researcher, head of the student design bureau, senior researcher, and head of the research group. He was involved in scientific and teaching activities. From 1983 to 1992, he held positions such as Senior Research Fellow, Head of the Sector, Deputy Head, and Head of the Department at the All-Union Scientific Research Institute of Complex Problems of the USSR State Technical Committee and the Academy of Sciences. From 1989 to 1992 and from 1996 to 1998, he also served as an Expert and Advisor to the USSR/Russian delegation on Military Security and Disarmament in Vienna, Austria. In 1992, he was transferred to the Ministry of Foreign Affairs of the Russian Federation, where he worked as First Secretary, Advisor, and Senior Advisor of the Department for Security and Disarmament. From 1992 to 1995, he was an Advisor and Member of the Russian delegation to the negotiations on the Convention on the Prohibition or Restriction on the Use of Certain Conventional Weapons in Geneva, Switzerland. From 1998 to 2003, he was an Advisor to the Permanent Mission of Russia to NATO in Brussels, Belgium. From 2003 to 2006, he held the position of the Deputy Head of the International Cooperation Department of the Federal Service for Environmental, Technological and Nuclear Management (Rostechnadzor). From January to October 2007, he was the Director of the Department of International Cooperation of TENEX. From 2008 to 2013, he served as the Director for International Cooperation of the State Corporation “Rosnanotech” and the Director of the Department of International Cooperation of JSC “RUSNANO”. Since 2014, he has been an Advisor to the President of JSC “E4 Group”.
