Born on October 29, 1939.

Vladimir I. Rybachenkov graduated from the Faculty of Computer Engineering of the National Research Nuclear University MEPhI. In 1993–2003, he was the Advisor to the Department for Security and Disarmament of the Ministry of Foreign Affairs of the Russian Federation. In 2003–2010, he was the Advisor on Nuclear Issues at the Russian Embassy in Washington, D.C., USA.

PIR Center Advisory Board Member since 2000.
