Born on April 3, 1956.

In 1978, Georgy D. Toloraya graduated from the School of International Economic Relations of MGIMO University. In 1984, he defended his PhD thesis on the topic “Formation of the national economic complex of the North Korea and its participation in the international division of labor”. In 1993, he defended his doctoral thesis on the topic “Problems of the formation of the South Korean economic model and its transformation on the threshold of the XXI century.” In 2003, he was awarded the academic title of Professor of Oriental Studies.

In 1980–1990, Georgy D. Toloraya was a researcher at the Institute of Economics of the World Socialist System of the USSR Academy of Sciences. In 1981–1982, 1987–1989, 1998–2003, he was a lecturer at MGIMO University. In 1998–2003, he was a leading researcher at the Primakov National Research Institute of World Economy and International Relations of the Russian Academy of Sciences (IMEMO RAS). In 2003–2007, he founded and headed research programs of the Center for the Study of Modern Korea of IMEMO RAS. In 2007–2008, he was a Visiting Professor at the Brookings Institution, Washington, USA. He has lectured at educational and scientific institutions in Australia, China, the Republic of Korea, Russia, and the USA.

In 1978–1980, 1984–1987, Georgy D. Toloraya was an employee of the Trade Mission of the USSR in the DPRK. In 1990–1991, he was the Executive Secretary of the Soviet-South Korean Council for Economic Cooperation of the USSR Chamber of Commerce and Industry. In 1991–1993, he was the Head of the Korea Department of the Ministry of Foreign Affairs of the Russian Federation. In 1993–1998, he served as the Adviser-Envoy of the Russian Embassy in the Republic of Korea. In 1998–2003, he was the Deputy Director of the First Asia Department of the Ministry of Foreign Affairs of the Russian Federation. In 2003–2006, Georgy D. Toloraya served as the Consul General of the Russian Federation to Sydney, Australia. In 2007–2014, he was the Head of the East Asian Sector of the Department of International Economic and Political Studies of the RAS Institute of Economics.

Since 1994, Georgy D. Toloraya has been the Coordinator of the Russian National Committee of the Council for Security Cooperation in the Asia Pacific (CSCAP). He is a member of the Society “Russia-Korea” and of the Editorial Board of the international socio-scientific journal “World of Change”. Georgy D. Toloraya is the expert of the Russian International Affairs Council (RIAC), the expert of the Valdai Discussion Club. He is the representative of Russia in the BRICS Think Tank Council (BTEC). Toloraya is also Honorary Professor of Jilin University, Changchun, Jilin, China. He participated in international conferences on BRICS and the problems of the Korean Peninsula and Northeast Asia in Australia, Brazil, India, China, North Korea, Republic of Korea, Russia, New Zealand, EU countries, USA, South Africa, Japan, etc.

Georgy D. Toloraya has the diplomatic rank of Envoy Extraordinary and Plenipotentiary.
