In 1975, Vladimir I. Voronkov graduated from Lomonosov Moscow State University. Since 1989, he has been working in the Russian Foreign Ministry system: in the Central Office of the Ministry of Foreign Affairs of the Russian Federation and abroad. In 2000–2002, he served as Counselor-Envoy of the Russian Embassy in the Republic of Poland. In 2002–2005, he held the position of the Deputy Director of the Personnel Department of the Ministry of Foreign Affairs of the Russian Federation. In 2005–2008, he served as Deputy Permanent Representative of the Russian Federation to the OSCE. In 2008–2011, he was the Director of the Department of European Cooperation of the Ministry of Foreign Affairs of the Russian Federation. In 2011–2017, he was the Permanent Representative of the Russian Federation to International Organizations in Vienna, Austria. Since 2017, Vladimir I. Voronkov has been the Under-Secretary-General of the United Nation and the Head of the United Nations Counter-Terrorism Office.
