Head of the Institute for World Military Economy and Strategy at the Higher School of Economics (HSE University). Leading Researcher at the Sector for Nonproliferation and Arms Limitation of the Center for International Security, Primakov National Research Institute of World Economy and International Relations of the Russian Academy of Sciences (IMEMO RAS). Member of the Council on Foreign and Defense Policy (SVOP) and Russian International Affairs Council (RIAC). In 1972-1993, he served in the Soviet and Russian army. In 1978-1983, he was a Liaison Officer in the external relations branch of the Group of Soviet Forces in Germany (Potsdam). From 1985 to 1991, he was a staff member of the Soviet delegation at the Geneva talks on nuclear and space weapons. In 1993, he was a Senior Research Fellow at the NATO Defense College. In 1993-1997, he was a Senior Research Fellow at the Institute of Europe of the Russian Academy of Sciences (RAS). In 1993-1994, he was a Visiting Professor at Free University of Brussels.
