In 1996, Alexey V. Lukatsky graduated from MIREA University with a degree in Applied Mathematics with a degree in Information Protection. He is a member of the working group of the Central Bank of Russia on the development of security requirements for the National Payment System. He participates in the examination of regulatory legal acts in the field of information security and personal data. Alexey V. Lukatsky is a member of the Subcommittee No. 1 “Information Protection in the Credit and Financial sphere” of the Technical Committee No. 122 “Standardization of Financial Services” of the Federal Agency for Technical Regulation and Metrology. He is a member of the Subcommittee No. 127 “Methods and means of ensuring IT security” of the Technical Committee No. 22 “Information Technologies” of the Federal Technical Regulation and Metrology Agency. He is a member of the Technical Committee No. 362 “Information Protection” of the Federal Technical Regulation and Metrology Agencyand the Federal Service for Technical and Export Control (FSTEC). Alexey V. Lukatsky is a member of the Advisory Council under Roskomnadzor for the protection of the rights of personal data subjects. Since 2012, he has been a member of the Working Group on International Information Security and Global Internet Governance of the PIR Center Advisory Board.
