In 1955, Victor M. Murogov entered the Moscow Mechanical Institute (today the National Research Nuclear University MEPhI). In 1961, he graduated from it with a degree in Calculation and Design of Power Plants and specialization “Engineer-Physicist”. In 1967, he defended his PhD thesis, and in 1989, he defended his doctoral dissertation on the specialty “Nuclear Power Engineering”.
From 1961 to 1992, Victor M. Murogov held the positions of junior researcher, senior researcher, Head of Department and Scientific Secretary at the Institute of Physics and Power Engineering in Obninsk. In 1992–1995, he was the Director of the Institute of Physics and Power Engineering. He was the first director of the Institute with a new status of the State Scientific Center. In 1996–2003, he worked as the Deputy Director General of the IAEA in Vienna, Austria. Since 2001, he has been an Academician of the International Nuclear Energy Academy (INEA). From January 1996 to September 2003, he was also the Head of the Nuclear Energy Department of the IAEA and the Chief Manager of the IAEA Program No. 1 “Nuclear Energy, Fuel Cycle and Nuclear Science”. In 2000-2003, he was the Founder and the Head of the International Project of the IAEA “INPRO” and the International Program of the IAEA “Conservation and Management of Nuclear Knowledge”.
Victor M. Murogov is an author and co-author of more than 420 scientific papers (including more than 170 published, 29 copyright certificates for inventions, 62 foreign patents, 12 books and textbooks on scientific and technical issues of nuclear energy development). He is a developer and co-author of the concept of thorium utilization in the mixed fuel cycle of nuclear power reactors based on fast neutron (which was the topic of his PhD and doctoral dissertations, monograph and author’s certificate in collaboration with Alexander I. Leipunsky, Oleg D. Kazachkovsky and Sergey B. Shikhov). In 1992–1995,Victor M. Murogov was the initiator and leader of the development of the concept of “Disposal of Excess Weapon Grade Plutonium in Fast Neutron Reactors”, which became the basis for the strategy of the Ministry for Atomic Energy of the Russian Federation.
Since 2004, Victor M. Murogov has held the position of Professor of the Department of General and Special Physics of the Obninsk Institute for Nuclear Power Engineering National Research Nuclear University MEPhI. Since 2005, he has been a Chief Scientist of the Kurchatov Institute National Research Centre. Since 2008, he has been the Head of the International Center for Nuclear Education National Research Nuclear University MEPhI.
