In 1985, Oleg V. Rozhkov graduated from the Faculty of International Relations of MGIMO University. In 1985–1986, he served as an Assistant Attache of the Department of South Asia of the USSR Ministry of Foreign Affairs. In 1986–1990, he was an Attache at the USSR Embassy in Myanmar. In 1994–1998, he held the positions of the Second and First Secretary of the Department for Security and Disarmament of the Ministry of Foreign Affairs of the Russian Federation, expert of the Russian delegation at the negotiations on the Comprehensive Nuclear-Test-Ban Treaty (CTBT) in Geneva, Switzerland. In 1998–2002, he was the First Secretary of the Permanent Mission of the Russian Federation to International Organizations in Vienna, Austria. In 2002–2004, Oleg V. Rozhkov was Advisor, Senior Advisor on nuclear nonproliferation, the CTBT and the Global Partnership Against the Spread of Weapons and Materials of Mass Destruction of the Department for Security and Disarmament of the Ministry of Foreign Affairs of the Russian Federation. In 2004–2005, he was the Head of the Office for Global Partnership Against the Spread of Weapons and Materials of Mass Destruction of the Department for Security and Disarmament of the Ministry of Foreign Affairs of the Russian Federation. In 2005–2010, he was the Deputy Director of the Department for Security and Disarmament of the Ministry of Foreign Affairs of the Russian Federation. In 2005, he was a member of the Russian delegation to the NPT Review Conference. In 2010, he was the Deputy Head of the delegation to the NPT Review Conference. In 2010–2018, Oleg V. Rozhkov was the Director of the On-site Inspection Division of the Provisional Technical Secretariat of the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO). Deputy Director of the Department for Nonproliferation and Arms Control of the Ministry of Foreign Affairs of the Russian Federation, Deputy Governor of the IAEA Board of Governors.
