In 1989, Victor L. Vasiliev successfully graduated from MGIMO University. In 1989–1993, he served at the Central Office of the Ministry of Foreign Affairs of the USSR/Russian Federation. In 1993–1997 and 2000–2004, he worked at the Permanent Mission of the Russian Federation to International Organizations in New York. His last position was the Senior Counselor for Political Affairs. From 2004 to 2007, he worked as the Deputy Director of the Department of International Organizations of the Ministry of Foreign Affairs of the Russian Federation. Victor L. Vasiliev participated in the work of Soviet and then Russian delegations on various issues of the international agenda, including the 1995, 2000, 2005 and 2010 NPT Review Conferences, the UN Disarmament Commission sessions, etc. In 2005–2006, he was a Member of the Group of Governmental Experts on Verification in All its Aspects. In 2010–2013, he was the Chairman of the Group of Governmental Experts on Transparency and Confidence-Building Measures in Outer Space Activities. Since September 2013, he was the Ambassador-at-Large of the Ministry of Foreign Affairs of the Russian Federation. From 2013 to 2018, he was the Plenipotentiary Representative of the Russian Federation to the Collective Security Treaty Organization (CSTO). From 2018 to 2023, Victor L. Vasiliev was the Permanent Representative of the Russian Federation to the Food and Agriculture Organization of the United Nations (FAO) and other International Organizations in Rome. Since 2024, Permanent Representative of the Russian Federation to the Collective Security Treaty Organization (CSTO).
