Born on April 23, 1958.
In 1985, graduated from the Faculty of International Relations of the Moscow State Institute of International Relations. In 1985-1990, he worked at the General Consulate of the USSR in Zagreb (former Yugoslavia). From 1991-1997, he held different positions in the Foreign Ministry of the USSR and then the Russian Federation (Historic and Diplomatic Department, Department of International Scientific and Technical Cooperation, Department of Disarmament and Control on the Military Technologies). From 1997 to 2002, he was First Secretary of the Russian Embassy in the USA. From 2002-2007, he held the positions of Councilor and Senior Councilor in the Department for Security and Disarmament Issues of the Russian Foreign Ministry. From 2007-2012, he was Senior Councilor in the Permanent Mission of the Russian Federation to the international organizations in Vienna. From 2012 to 2016, he held the position of the Head of Office in the Department for Nonproliferation and Arms Control of the Russian Ministry of Foreign Affairs. In 2016-2021, Igor Vishnevetskiy was the Deputy Permanent Representative of the Russian Federation to the OPCW in the Hague. From 2021 until his retirement in 2023, he was the Deputy Director of the Department for Nonproliferation and Arms Control of the Russian Foreign Ministry.
He participated in the creation of a Russian export control system and negotiations on the formation of the Wassenaar Arrangement on export control of conventional arms, dual-use goods, and technologies, he has been engaged in consultations related to the accession of the Russian Federation to the MTCR. In 2022, he was the Deputy Head of the Russian delegation at the Tenth NPT Review Conference.
