№ 39 (97), 2025. Main directions of PIR Center’s activities in 2026-2027 were approved at the annual meeting of PIR Center Executive Board

MOSCOW. NOVEMBER 1, 2025. PIR PRESS. «A unanimous decision was made to adopt the organization’s development program for the period 2026-2027 at the annual meeting of PIR Center Executive Board. The implementation of the proposed strategic solutions will significantly increase the competitiveness of the organization, its ability to quickly adapt to the changing global order and respond to current challenges», – Lieutenant-General (retired) Evgeny Buzhinskiy, Chairman of PIR Center Executive Board.

The annual meeting of the PIR Center Executive Board, the highest management body of PIR Center, was held on October 13, 2025. The event was attended by Lieutenant-General (retired) Evgeny Buzhinskiy, Chairman of the PIR Center Executive Board; Mr. Sergey Demin, Executive Director of Rosatom – Mongolia; Dr. Vadim Kozyulin, Chief Researcher of the Center for Global Studies and International Relations at the ICIS, Diplomatic Academy of the Ministry of Foreign Affairs of the Russian Federation, and Consultant, PIR Center; Lieutenant General (retired) Vasily Lata, Chief Research Fellow, Peter the Great Military Academy of the Strategic Missile Forces; Dr. Vladimir Orlov, Founder and Director, PIR Center; Ms. Lubov Soldatkina, Head of the Department for Patriotic Work and Interaction with Public Organizations, State Foundation “Defenders of the Fatherland”; Founder & Art Director, ANO Art-Formula; Member of the Committeе, Russian State Council on Culture; Dr. Ekaterina Stepanova, Head of the Group on Peace and Conflict Studies, Chief Research Fellow of the Department of International Political Problems, Primakov National Research Institute of World Economy and International Relations (IMEMO RAS); Dr. Dmitri Trenin, Leading Researcher at the Section for Non-Proliferation and Arms Limitation of the Center for International Security, Primakov National Research Institute of World Economy and International Relations (IMEMO RAS); Dr. Alexander Fedorov, Associate Professor, Department of Information Security, Faculty of Computer Science, Artificial Intelligence, and Control Systems, Bauman Moscow State Technical University; and Dr. Elena Chernenko, Special Correspondent of the Kommersant Daily.

Special guests also took part in the meeting: Dr. Dmitry Evstafiev, Professor at the Department of Theory of Law and State, Peoples’ Friendship University of Russia (RUDN University); and Mr. Gleb Efremov, General Director of JSC “International Uranium Enrichment Center,” Member of PIR Center Advisory Board.

As part of the official session, Dr. Vladimir Orlov presented the main results of PIR Center’s activities in 2024, reported on the current implementation of the organization’s 2025 work plan, and delivered a development program for 2026-2027.

PIR Center Executive Board approved the “Report on the Activities of PIR Center (ANO PIR Center) for 2024”, the organization’s financial report for 2024, the financial plan (budget) for 2025, the Auditor’s Report for 2024, and appointed an auditor for the following period.

Following Dr. Orlov’s report, the Board members and invited guests discussed PIR Center’s ongoing projects, shared experiences from their implementation in 2024, and exchanged views on expanding the organization’s project activities and ensuring their financial sustainability in the coming years.

“PIR Center remains a leading platform for the exchange of experience, fresh ideas, and the search for strategic solutions. The work of the Board demonstrates team spirit and promotes the development of new initiatives. I thank all participants for their fruitful cooperation and commitment to our common goals. The discussions and decisions of PIR Center Board consistently set a high standard for the entire field of international security. I thank my colleagues for their engagement, ideas, and contribution to the development of new areas of the Center’s work. May there be even more interesting projects and new successes ahead,” noted Dr. Vadim Kozyulin, Chief Researcher of the Center for Global Studies and International Relations at the ICIS, Diplomatic Academy of the Ministry of Foreign Affairs of the Russian Federation, and Consultant, PIR Center.

Dr. Kozyulin, who stood at the origins of PIR Center in 1994, has made an invaluable contribution to the establishment and functioning of the organization.

“PIR Center remains a leading non-profit organization in the field of training qualified personnel for international security. The experience that world-renowned experts pass on to young talents is invaluable. After completing their master’s studies, internships, and work at PIR Center, young specialists go on to take leading positions in various institutions,” emphasized Ms. Lubov Soldatkina, Head of ANO “Art Formula,” Member of the Russian State Council Commission on “Culture and Traditional Spiritual and Moral Values,” and CEO of Zolotoy Vek company.

The participants of the meeting expressed their gratitude to Mr. Sviatoslav Arov, Secretary of the Executive Board, for his work in this capacity and for his overall contribution to PIR Center’s activities in the preceding period. In October this year, Mr. Arov concluded his work at PIR Center and departed to take up a new position at the Embassy of Russia in Washington. Ms. Yesenia Kosulina was elected as the new Secretary of the Executive Board.

As per tradition, after the official part of the event, a dinner for members of PIR Center Executive Board and special guests of the meeting took place at the “Orda” restaurant.
