The Security Index Came Out With The Article «Multilateral Cooperation In The Field Of Regulation Of The Use Of Ai Technologies» By Vadim Kozyulin

MOSCOW, MARCH 26, 2021. PIR PRESS. The Security Index came out with the article «Multilateral cooperation in the field of regulation of the use of AI technologies» by Vadim Kozyulin.

The article is devoted to the analysis of the approaches of the leading states in the regulation of the field of AI, as well as the search for solutions to the challenges in this area for Russia, which, in the context of modern political conflicts, reach the level of national security. The author analyzes the difference in positions in the international community on the development of AI, noting that, in general, the main priorities of states in the development of artificial intelligence coincide.

Key findings:

  • A year and a half ago, an AI development strategy was formulated in Russia. Two dozen countries that have adopted national AI strategies see the ways of developing artificial intelligence in about the same way, but the interests of states do not coincide and often contradict each other.
  • Different levels of development of AI technologies lead to the division of the world into “haves and have nots” – into countries or social groups that possess technologies and those that do not.
  • Despite the worldwide consensus that AI should serve the human benefit, only the European Union puts ethics at the forefront, while the United States, China and Russia believe that overregulation can lead to lagging behind.
  • For any country, it is important to establish control over its own data, firstly, to achieve technological independence. Second, big data is a key resource for building effective AI systems.
  • There are two polar trends in the world in terms of data openness: the American approach, supported by the position of the OECD, focused on “access to data without borders,” and the Chinese one, which severely restricts the flow of information by national borders.
  • Russian companies today occupy a modest place in the world market for intelligent products. This situation does not correspond to our country’s potential, which is strong in personnel, specialized education, and an engineering school.
