Vladimir Orlov: “Russia And The United States Should Resume A Comprehensive Dialogue On Global Nuclear Proliferation Threats”

MOSCOW. JANUARY 19, 2021. PIR PRESS. On January 19, 2021, Dr. Vladimir A. Orlov, Director of the PIR Center, gave an interview to the Security Index journal. He shared his views on the great potential of the Russian-US cooperation in the framework of the NPT, threats of nuclear proliferation, suggesting how to make the P5 framework practically useful, and what is the role of China, the United Kingdom and India in the nonproliferation regime.

Key findings:

• Russia and the United States should re-establish the tradition of the cooperative game in the NPT Review Conference and put the blame game aside.
• Two countries should restore collaborative work on preventing horizontal proliferation in the world, continue work on further bilateral strategic arms control, rebuild the spirit and the practical work on bilateral cooperation on peaceful uses of nuclear energy (without politicizing work of the IAEA). 
• Solving the North Korean nuclear issue is doable if it is done not bilaterally (US-DPRK) but regionally. 
• P5 forum is a useful platform to discuss the CTBT, nuclear risk reduction, and new zones free of nuclear weapons (as a practical response to the TPNW).
