MOSCOW. MAY 6, 2025. PIR PRESS. «The third session of the Preparatory Committee for the 11th NPT Review Conference, like the previous two, is going tensely, and so far, promises no agreed outcome. The general atmosphere is skeptical, while the weather in New York is rainy. But the PrepCom is always interesting to follow, as it reflects not only the general state of the nonproliferation regime, but also the pressure points in the international security. On May 15, 2025, PIR Center jointly with MGIMO University will hold an expert seminar on the outcomes of the Preparatory Committee (PrepCom) meeting for the NPT-2026 Review Conference and the 30th anniversary of the NPT indefinite extension. During the event, experts participating in the third session of the PrepCom (taking place from April 28 to May 9, 2025) and representing various institutions: the United Nations, the Russian Ministry of Foreign Affairs, and PIR Center will share their assessments. In particular, speakers at the expert seminar will be: Dr. Vladimir Orlov, Founding Director, PIR Center; MGIMO University Professor, Academic Director of MA Program International Security; Mr. Andrey Baklitskiy, Senior Researcher WMD Program, United Nations Institute for Disarmament Research (UNIDIR), Geneva (Switzerland); Ms. Alexandra Zubenko, Consultant, PIR Center; Intern, United Nations Office for Disarmament Affairs, (UNODA), New York (U.S.); and others.

MGIMO University will host the event, which will take place on May 15 from 5:30 PM to 7:00 PM (Moscow Standard Time) in Hall 9. For participants unable to attend in person, an online access will be provided. The seminar will discuss the key results of the Preparatory Committee’s work, as well as the significance of the indefinite extension of the NPT for international security and its role in preventing the proliferation of nuclear weapons.

We remind you that May 11, 2025 will mark the 30th anniversary of the indefinite extension of the NPT. Since 1995, PIR Center experts have consistently participated in all NPT Review Conferences and prepared analytical materials in the run-up to and following the conferences. On this occasion, we invite everyone to visit a special section on the PIR Center’s website with publications on the NPT Review Conferences (this section will be updating). We draw a special attention to Vladimir Orlov’s publication “The 1995 Review and Extension Conference of the Treaty on the Non-Proliferation of Nuclear Weapons: Features, Results, Lessons” (in Russian), Roland Timerbaev’s article from the 9th issue (1995) of Yaderny Kontrol “The NPT Extended Indefinitely. What Is Next?” (in Russian),  Chapter 2 of the Anthology “PIR Center. Selected 1994-2024” “The 1995 NPT Review and Extension Conference: Thoughts Before and After” (in Russian), and chapter written by Ms. Daria Selezneva, which was first published in PIR Center’s collective monograph “Russia-U.S. Nuclear Nonproliferation Dialogue: Lessons Learned and Road Ahead” (2021).
