As part of the Malagasy delegation conducted by Prime Minister to the International Security Forum 2026 in Moscow, I had the opportunity to discover part of Russia from within and got also to know the Security Index Yearbook published by the PIR Center.
Not only was it my first time in Russia, but also my first exposure to the Malagasy-Russian exchange. I came back to my country with a better understanding of the challenges of the world and my country.
Attending the presentation of the second volume of the Security Index Yearbook was a special moment. It allowed us to learn from several experts on the Russian approach and view of the geopolitical challenges in today’s changing world.
Covering many aspects of today’s security challenges, the information shared offered a valuable window into how Russia reads today’s world. Being informed of this perspective is an essential takeaway from my stay in Moscow — one more lens to understand the world, to be read alongside other analyses of global security.
In my view, the insights gathered in the Security Index Yearbook give Madagascar a useful tool to think through and orient its diplomatic relations, cooperation and exchanges for the future — one analytical resource among the many that should inform our foreign policy choices
