Nothing New Under the Sun
In view of the degraded strategic environment and the recently announced U.S./Russian strategic stability dialogues, serious analysis should be conducted of the factors that each nation believes are vital to strategic stability. This understanding will be vital for both powers to avoid the pitfalls of the past and to increase the odds that the dialogues will be able to limit the possibility that the nuclear taboo will be broken. As it stands, the Russian and American understandings of which factors impact strategic stability have broadened over the past decade, limiting the prospects for effective dialogue on the subject.
In the light of Donald Trump administration’s attempts to move towards a restoration of the U.S.-Russia dialog on strategic stability, we would like to recall the chapter written by Mr. Collin McDowell, PIR Alumni Community member, entitled “Stability by Any Other Name: Differing National Interpretations of Strategic Stability”, which was first published in PIR Center’s collective monograph “Russia-U.S. Nuclear Nonproliferation Dialogue: Lessons Learned and Road Ahead” (2021).
