Russian statesman and diplomat.

Active State Councillor of the Russian Federation, 1st class (2014). Ambassador Extraordinary and Plenipotentiary (2007). Doctor of Political Science.

Born on May 15, 1955, in Omsk.

In 1978, he graduated from the Moscow State Institute of International Relations (MGIMO) under the Ministry of Foreign Affairs of the USSR (now the Ministry of Foreign Affairs of the Russian Federation).

He has served in the Ministry of Foreign Affairs since 1978, holding various positions in the central office and at diplomatic missions abroad.

He served as Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the United States (August 21, 2017 – October 10, 2024); Deputy Minister of Foreign Affairs of the Russian Federation (December 28, 2016 – August 21, 2017); and Deputy Minister of Defense of the Russian Federation (2011–2016).

He has extensive experience in international negotiations, having led numerous Russian government delegations, including negotiations with G8 countries; on the Treaty on the Non-Proliferation of Nuclear Weapons (NPT); on the review of the conventions on inhumane weapons, the prohibition of chemical weapons, and the prohibition of biological weapons; as well as on multilateral export control mechanisms. He headed the Russian delegation in negotiations with the United States on the New Strategic Arms Reduction Treaty (New START).

He is fluent in English and Burmese.

He has received numerous state honors, including the Order “For Merit to the Fatherland” (3rd class, 2024; 4th class, 2010), the Order of Alexander Nevsky (2016), the Order of Military Merit (1999), the Order of Honour (2006 and 2008), the Order of Friendship (2014), and other state awards.
