Born on March 21, 1966.
In 1997 graduated from Moscow State Institute of International Relations with master degree in International Relations and in 2000 from Moscow State Law Academy with master degree in Civil Law.
Since August 1997 till March 2000 and since November 2004 till May 2008 served on various posts in the Division for Military-Political Issues in Russia-U.S. Relations of the North America Department, MFA of the Russian Federation, and dealt with nuclear disarmament and nonproliferation issues as well as with strategic stability issues in Russia-U.S. relations.
Had two long-term business trips to the United States: March 2000-August 2004 to the Embassy of the Russian Federation in Washington, D.C., and May 2008-May 2012 to the Consulate General of the Russian Federation in San-Francisco, CA.
Since June 2012 till May 2019 had been serving in the Multilateral Disarmament Division of the Department for Non-Proliferation and Arms Control, MFA of the Russian Federation. Since February 2014 as the Head of the Division dealing with the prevention of an arms race in outer space issues, BTWC, CCW, UN multilateral disarmament machinery. Regularly participated as an expert in the work of Russian inter-agency delegations at various multilateral disarmament fora. Since May 2018 was appointed as a Deputy Director-General on arms control and nonproliferation dealing with multilateral affairs in this sphere.
Since May 2019 has been serving as a Deputy Permanent Representative of the Russian Federation in Geneva, responsible for arms control, disarmament and nonproliferation issues.
In 2012-2013 was a member of the Russian delegation that assisted to the Russian governmental expert in the UN GGE on TCBMs; in 2013-2015 participated in open-ended consultations on draft International Code of Conduct in Outer Space; in 2018-2019 was Russian governmental expert in the UN GGE on PAROS; in August 2022 was a deputy head of the interagency delegation at the 10th NPT Review Conference.
Since 2012 has been a permanent member of Russian inter-agency delegation in the UNGA First Committee.
