Born in Rybinsk, Yaroslavl region, 07.06.1938, married, three children. He studied and lived in the city of Kohtla-Yarva of the USSR (1945-1947), in Obninsk at the S.T.Shatsky School (1947-1951), in Ramenskoye, Moscow region, School No. 2 (1951-1955). In 1955. He entered the 1st year at the Moscow Mechanical Institute (MMI) – now the National Research Nuclear University (MEPhI). 1961 – graduated from the Moscow Engineering Physics Institute (MEPhI), received a diploma of “Engineer-physicist” in the specialty “Calculation and design of power plants”. 1967 – defended his PhD thesis (Candidate of Technical Sciences); 1989 – defended his doctoral dissertation on the specialty “Nuclear power engineering”. He has the titles: senior researcher, associate professor and professor (1990). Author and co-author of more than 420 scientific papers (including more than 170 published, 29 copyright certificates for inventions, 62 foreign patents, 12 books and textbooks on scientific and technical issues of nuclear energy development). Developer and co-author of the concept of thorium utilization in the mixed fuel cycle of nuclear power based on fast neutron reactors (PhD and doctoral dissertations, monograph and Author’s certificate in collaboration with A.I.Leipunsky, O.D.Kazachkovsky and S.B.Shikhov.). Initiator and leader (1992-1995) of the development of the concept of “Disposal of excess weapons-grade plutonium in fast neutron reactors”, which became the basis of the Minatom strategy. 1961 – 1992 – worked at the Physics and Energy Institute (FEI) in Obninsk as a junior researcher, senior researcher, head of department and Scientific Secretary of the Institute. 1992-1995 – Director of the Physics and Energy Institute (FEI) in Obninsk. The first director of the FEI in the new status of the State Scientific Center (SSC FEI). 1996 – 2003 – as a representative of the Russian Federation, he worked as Deputy Director General of the UN International Atomic Energy Agency (IAEA), Austria, Vienna. Since 2001 – Academician of the International Nuclear Energy Academy – International Nuclear Energy Academy (INEA). Simultaneously since January 1996 Until September 2003, he was the Head of the Nuclear Energy Department of the IAEA and the Chief Manager of the IAEA Program No. 1 “Nuclear Energy, Fuel Cycle and Nuclear Science”; 2000-2003 – Founder and Head of the International Project of the IAEA “INPRO” and the International Program of the IAEA “Conservation and Management of Nuclear Knowledge”. Since 2004, he has been working as a professor at the Department of General and Special Physics of the Obninsk Technical University of Atomic Energy (OIATE) – now the National Research Nuclear University (MEPhI). Since 2005 and up to n/a (part-time) Chief Researcher of the State Scientific Center “Kurchatov Institute”. Since 2008.According to N/a, he is the head of the International Center for Nuclear Education at MEPhI (Moscow). Member of the Advisory Board of the PIR Center since 2009. 10/22
