Graduated in 1982 from the Moscow State Institute of International Relations of the USSR Ministry of Foreign Affairs (now MGIMO University). After graduation held various diplomatic positions in the central office of the Foreign Ministry of the USSR/Russia and abroad. From 1995 to 1999, he was the Head of the OSCE Desk at the Department of European Cooperation of the Russian Foreign Ministry. From 1999 to 2001 – Senior Counselor, from 2002 to 2005 – Minister Counselor-Envoy Extraordinary and Minister Plenipotentiary at the Russian Embassy in the USA (Washington DC). From 2005 to 2008, he was the Director of the Department of European Cooperation of the Russian Foreign Ministry. Since August 15, 2008, he has been the Deputy Foreign Minister of the Russian Federation. Holds the diplomatic rank of Ambassador Extraordinary and Plenipotentiary. Member of the Council for Foreign and Defense Policy (SVOP) and the Russian International Affairs Council (RIAC).
