Born in February 8, 1972.

In 1994, Oleg V. Stepanov graduated from the Faculty of International Information (Journalism) of MGIMO University with a degree in International Information, Public Relations and Advertising. In 1994, Oleg V. Stepanov joined the Department of North America of the Ministry of Foreign Affairs of the Russian Federation. In 1997–2001, he served as Vice Consul, Consulate General of Russia in San Francisco, USA. In 2003–2007, he was Counselor for Political Affairs at the Embassy of the Russian Federation in Tbilisi, Georgia. In 2007–2010, he was Senior Counselor, Head of Political External Section at the Embassy of the Russian Federation in Washington, D.C., USA. In 2010, Oleg V. Stepanov assumed the position of the Minister-Counselor for Political and Political-Military Affairs at the Embassy of the Russian Federation in Washington, D.C., USA. In 2011, he was appointed the Minister and Deputy Chief of Mission of the Embassy. In 2016–2021, Oleg V. Stepanov served as the Director of Foreign Policy Planning Department in the Ministry of Foreign Affairs of the Russian Federation. On March 9, 2021, Oleg V. Stepanov was appointed the Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Canada by the Decree of President of Russia. On September 9, 2021, he presented the Letters of Credence. He is a Member of the Council for Foreign and Defense Policy (SVOP) and Russian International Affairs Council (RIAC).

Oleg V. Stepanov has a Diplomatic Rank of Minister Extraordinary and Plenipotentiary First Class. He is a recipient of two State Awards — “For Impeccable Service” and the Order of Friendship.
