H.E. Oleg V. Stepanov was born in February 13, 1972.

In 1994, he graduated from the Faculty of International Information (Journalism) of the Moscow State Institute of International Relations (MGIMO University) with a degree in International Information, Public Relations and Advertising. In 1994, H.E. Oleg V. Stepanov joined Department of North America of the Russian Foreign Ministry. 1997–2001 — Vice Consul, Consulate General of Russia in San Francisco, USA. 2003–2007 — Counselor for Political Affairs, Embassy of Russia in Tbilisi, Georgia. 2007–2010 — Senior Counselor, Head of Political External Section, Embassy of Russia in Washington, D.C., USA. In 2010, H.E. Oleg V. Stepanov assumed the position of Minister-Counselor for Political and Political-Military Affairs, Embassy of Russia in Washington, D.C., USA. In 2011, he was appointed the Minister and Deputy Chief of Mission of the Embassy. In 2016–2021, H.E. Oleg V. Stepanov served as the Director of Foreign Policy Planning Department in the Russian Foreign Ministry. On March 9, 2021, H.E. Oleg V. Stepanov was appointed the Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Canada by the Decree of President of Russia. On September 9, 2021, he presented the Letters of Credence. He is a Member of SVOP and Russian International Affairs Council (RIAC).

H.E. Oleg V. Stepanov has a Diplomatic Rank of Minister Extraordinary and Plenipotentiary First Class. He is a recipient of two State Awards — “For Impeccable Service” and the Order of Friendship.
